Call to Order: The City Transportation Advisory Commission (CTAC) convened in a regular virtual meeting on July 20, 2020. TAC Chair, Judy Telge called the Commission to order at 2:30 p.m. II. Pledge of Allegiance III. Roll Call: Commissioners in Attendance: Brandon Herridge, Jeffrey Pollack, Jonathan Aman, Leo Rios, Judy Telge, Pramit Bhakta, Robert Saldana, and Wilfredo Rivera. Staff Attendance: Renee Couture, Diego Leyva, Captain Russell Sherman IV. Public Comment: There was no one in the audience for public comment. V. Reports: 1. Corpus Christi Police Department (CCPD) – Captain Sherman presented monthly reports. Captain Sherman included monthly reports for the last four months including March, April, May, and June. Captain Sherman explained June monthly report in detail. DWI arrests are down 10%. It is unusual to have less enforcement due to COVID-19, and still have a decrease of 24% on crash reports. This year there are 16 fatalities so far, and last year we had 21 fatalities, which results on a reduction of 28%. There is a decrease to 26% on violations. 43% decrease on Distracted Driving. These reductions seem to be in part to the current Covid-19 circumstances. On March, there was a fatality on 5500 Saratoga, a pedestrian was crossing from HEB to the apartment complex where the pedestrian was not using the crosswalk. On April, we had 2 fatalities, one in 3900 Lincoln St that involve a motorcycle accident, and another one on 2700 S Port Ave where the pedestrian was crossing the roadway not in the crosswalk. On May, there was a fatality on 3000 SPID on Flour Bluff, the driver went straight into the bay at the turnaround. On June, there was a fatality on 8800 SPID where a vehicle struck the barrier, and when over the 3 lanes of traffic, and then hit the barrier and a parked vehicle. 2. City Traffic Engineer – Renee Couture presented the Project Status for the different projects on Bond 2018. The projects on discussion were:  ADA Improvements  Frio St/Hacala St/Dorado St (From Greenwood Dr to Martin St)  Leopard St (From Palm Dr to Nueces Bay Blvd)  Swantner Dr (From Texan Tr to Indiana Ave)  S Staples St (From Kostoryz Rd to Baldwin Blvd)  Lipes Blvd (From Yorktown Blvd to Staples St)  Strasbourg Dr (From Riom St to Marseille Dr)  Callalen Dr (From Red Bird Ln to Burning Tree Ln)  Laguna Shores Rd (From Hustlin’ Hornet Dr to Caribbean Dr)  Brawner Pkwy (From Kostoryz Rd to Carroll Ln)  Callicoatte Rd (From Up River Rd to IH 37)  Beach Ave (From Dead End at Gulfbreeze to E. Causeway Blvd) 2  North Beach Area Primary Access – Beach & Timon / Surfside Intersection  Wooldridge Rd (From Cascade Dr to Everhart)  Laguna Shores Rd (From S Padre Island Dr to Graham Rd)  Gollihar Rd (From Crosstown Expwy to Greenwood)  N. Beach Gulfspray Ave. Pedestrian / Bike Access – Beach Access to E. Causeway Blvd.  N. Beach Coastal Protection – Breakwater Barrier  Residential Street Rebuild Program (RSRP)  Street Preventative Maintenance Program (SPMP) FY 19 – Overlays  Street Lighting Improvements  Traffic Signal Improvements  Alternative Mobility (City Match)  Construction Closeout Support  Williams Dr Extension  Egyptian and Meadowbrook USACE Mitigation  McGee Beach Nourishment Jeffrey Pollack explained his interest in being part of input for bicycle on projects. Renee Couture explained that she will get with the Project Managers to let them know to allow the Bicycle Committee to provide review comments at 30% or feasibility stage. 3. TAC/BPC – Jeffrey Pollack attended TxDOT committee meeting, and reported that the state is planning an aggressive implementation for pedestrians to standardize the different districts. VI. Item for Consideration: 1. Assistant Traffic Engineer, Diego Leyva, presented Vision Zero Update. a City of Corpus Christi has vision zero website which is www.cctexas.com/visionzero , and it has the different elements for vision zero including pledge, strategies, partnerships, resources and links. We have been working on a Vision Zero Brochure that has the foundation of Vision Zero such as vision, purpose, 2019 crash and fatality statistics, projects for vision zero, safety tips for the different modes of transportation, safety pledge, and partners. Another item in the presentation, we had Texas Vision Zero Cities Workshop which was held by FHWA and included the cities of Austin, Dallas, Houston, San Antonio, Corpus Christi, Fort Worth, Arlington, and Laredo. The following topics were presented: Systemic Safety by the City of Austin included a high injury network in which 8% of roadway network contributes to 70% of all serious or fatal crashes. Equity in Capital Transportation Planning by the City of Fort Worth talked about the fairness of resources distributed across the network, some things may need to be reallocated to areas to address existing inequities. Public Outreach During Covid-19 by the City of Houston talked about how they are reaching out to the public on social media, radio, and virtual open houses. Severe Pedestrian and Bicycle Crashes by the City of San Antonio talked about the need of protected facilities with buffers as severe injuries were located for drivers encroaching into a bike lane. HISP Coordination for Local Governments by TxDOT talked above a mix 3 of proactive and reactive projects to be distributed through all districts. There was also an update for vision zero projects in Corpus Christi which were the following: a raised crosswalk with pedestrian signs with blinking lights and push buttons along Slough Road, “Travel Safely App” for speeding alerts on school zones, and safety tips for pedestrian crossings with traffic signals.
