Thomas Shelby Simms Frank Garcia Veronica Toomey Mary Afuso Tory Atokuku-Vitz Due to risks associated with the COVID-19 pandemic members were allowed to either attend the meeting via ZOOM or attend in person Some members and alternates attended via ZOOM *via Video/sound conferencing -not at CBCOG office conference room CALL TO ORDER Commissioner Nina Trevino, CBCOG Chairman, called the meeting to order at 2:05 PM. John Buckner called the roll and there were 9 of 11 counties represented and 17 of 34 votes present. 2. APPROVAL OF MINUTES OF SEPTEMBER 25, 2020 MEETING A motion was made by Judge Krebs, seconded by Commissioner Moore to approve the September 25, 2020 meeting minutes. The Minutes were approved by unanimous vote. 3. TREASURER'S REPORT CBCOG Treasurer Tom Tagliabue presented this report. He noted the membership had not met since September 2020 so his report covered 3 months: September, October and November 2020. Minutes Page 2 December 11, 2020 Mr. Tagliabue at this point reported that the City of Port Aransas was the only local government that had not paid their 2020 membership dues. However, the City of Port Aransas did send a check on December 11, 2020 payinLy their calendar year 2020 membership dues This check was received on DecemberK 2020 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments There were no names presented for consideration. Chairman Trevino noted it was time to appoint the CBCOG 2021 Nominating Committee. This committee would meet in January 2021 and recommend officers and executive board members for 2021 at the January membership meeting on January 20, 2021. The 2021 CBCOG Nominating Committee members are: Judge Jim Huff, Chairman, Mayor Patrick Rios, Tom Tagliabue, Judge C. H. Mills, Judge David Krebs, Commissioner Nina Trevino, Commissioner Margie Gonzalez, Mayor JoAnn Ehmann, Mike Willow, Brent Ocker, Judge Rudy Madrid and Mayor Kathy Skurow. B. BUDGET COMMITEE REPORT Mr. Brent Ocker, Chairman of the Budget Committee presented this report. He noted that one thing the membership needed to act on was the Budget Committee's recommendation that the staff be granted a 2% cost of living salary increase. The 2021 budget draft that was under consideration incorporated this increase. He moved for acceptance of this 2% COLA increase. His motion was seconded by Commissioner Gary Moore. This motion was adopted by unanimous vote. Then Mr. Tagliabue moved for adoption of the draft 2021 CBCOG annual budget. His motion was seconded by Mayor JoAnn Ehmann. The CBCOG 2021 Annual Budget was adopted as presented by unanimous vote. C. HOMELAND SECURITY ADVISORY COMMITTEE REPORT R. J. Thomas presented this report on behalf of the committee. RESOLUTION NO. 3065 A RESOLUTION AUTHORIZING THE COASTAL BEND COUNCIL OF GOVERNMENTS EXCUTIVE DIRECTOR TO SUBMIT AN APPLICATION TO THE OFFICE OF THE GOVERNOR, HOMELAND SECURITY GRANTS DIVISION TO APPLY FOR REALLOCATING FY2018 FUNDING IN THE COASTAL BEND REGION. A motion was made by Judge Krebs to adopt Resolution No. 3065. His motion was Minutes Page 3 December 11, 2020 seconded by Mayor JoAnn Ehmann. Resolution No. 3065 was adopted by unanimous vote. 5 ANNOUNCEMENTS AND NON -ACTION ITEMS Ms. Felipa Wilmot, a Caregiver Program Specialist within the Area Agency on Aging gave a detailed presentation with slides and handouts on the subject of dementia. She explained issues that are faced by those with it along with problems faced by their caregiver families. Dementia is one of the family of Alzheimer's diseases and there are approximately 400,000 persons that are 65 years of age and older that are living with Alzheimer's Disease in Texas. Ms. Wilmot provided websites where families could receive educational information along with supportive services assistance advice. She noted that Corpus Christi has been designated a Dementia Friendly City. Next, Ms. Emily Martinez, the CBCOG's Director of Economic Development explained how funds from our current Economic Development grants were going to be use to used to assist in improving our regional economic development goals and initiatives. In one way, there were to be major technological improvements made in the COG'S conference room that would greatly improve it functionality as a training and meeting facility. Ms. Martinez also explained that Ms. Mary Afuso had been hired as the new Director of Economic Development. She would be assisting local governments in the development of grant applications whatever these might be. The goal of this effort was to have a means for them to develop projects and thereby have available a better system to better deliver services for their constituents. Ms. Martinez also said another staff person was hired to assist in the development and expansion of a GIS database for this region. The results of this effort could be used in the development and support of other projects in this region. His name is Mr. Shelby Simms. Mr. Simms is now working with Texas A&M University Corpus Christi in support of this project. Other ongoing work included the development of a method of distribution for post Hurricane Harvey funds from the Texas Department of Agriculture. Major work remains in the Hurricane impacted area of the Coastal Bend Region. 6. ADJOURN There being no further business, the meeting adjourned at 2:50 PM.
