Thomas Gilbert Guajardo Shelby Simms Veronica Toomey Luci Rios* Mary Afuso Frank Garcia Due to risks associated with the COVID-19 pandemic members were allowed to either attend the meeting via ZOOM or attend in person. A majorityof the members alternates and guests attended via ZOOM. *via Video/sound conferencing -not at CBCOG office conference room CALL TO ORDER 1. Commissioner Nina Trevino, CBCOG Chairman, called the meeting to order at 2:05 PM. John Buckner called the roll and there were 8 of 11 counties represented and 16 of 34 votes present. 2. APPROVAL OF MINUTES OF JUNE 26, 2020 MEETING A motion was made by Commissioner Roy Cantu, seconded by Mayor JoAnn Ehmann to approve the June 26, 2020 meeting minutes. The Minutes were approved by unanimous vote. 3. TREASURER'S REPORT CBCOG Treasurer Tom Tagliabue presented this report. He noted the membership had not met since June 2020 so his report covered 3 months: June, July and August 2020. Mr. Tagliabue reviewed the basic content of each report, i.e., receipts, disbursements and interest rates. Commissioner Cantu moved for the approval of the Treasurer's Report. Commissioner Gonzalez SCANNED Minutes Page 2 September 25, 2020 seconded this motion. The Treasurer's Report was approved by unanimous vote. Mr. Tagliabue reported that four local governments had not paid their membership dues for calendar year 2020. These are Brooks County and the Cities of Port Aransas, Falfurrias and Mathis. Dues statements are sent to the membership in early January and become delinquent on March 1. In the past week Mr. Tagliabue reported that he had sent reminders to the local governments that were in arears. As of this meeting (25 September) the noted dues remain delinquent. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT Confirmation of Committee Appointments There were no names presented for consideration. Chairman Trevino noted it was time to appoint the CBCOG 2021 Budget Committee. This committee would work with CBCOG staff to have the annual budget ready for the membership to consider at its December 2020 meeting. The 2021 CBCOG Budget Committee members are: M. Brent Ocker, Chairman, Commissioner Roy Cantu, Mayor Patrick Rios, Judge George Morrill, III, Tom Tagliabue, Judge C. H. Mills, Judge Barbara Canales, Judge Jim Huff, Judge Gilbert Saenz, Judge David Krebs, Commissioner Nina Trevino and Commissioner Margie Gonzalez. Commissioner noted the CBCOG staff would work with the committee to review the draft 2021 budget. B. HOMELAND SECIRITY ADVISORY COMMITTEE REPORT R. J. Thomas presented this report on behalf of the committee. RESOLUTION NO. 3063 A RESOLUTION RE -ALLOCATING FY 2018 STATE HOMELAND SECURITY GRANT FUNDING IN THE COASTAL BEND REGION. A motion was made by Commissioner Gonzalez to adopt Resolution No. 3063. Her motion was seconded by Mayor Sally Lichtenberger. Resolution No. 3063 was adopted by unanimous vote. B. COUNCIL ON AGING REPORT Ms. Viola Monrreal, Director of the CBCOG Area Agency on Aging presented this report on behalf of the Council on Aging. RESOLUTION NO. 3064 A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE CONTRACT NO. HHS00874100007 WITH THE HEALTH AND HUMAN SERVICES COMMISSION FOR THE AREA AGENCY ON AGING GRANT PROGRAM IN THE Minutes Page 3 September 25, 2020 11 COASTAL BEND COUNTY AREA FOR THE PROJECT PERIODS OF OCTOBER 1, 2020 TO SEPTMBER 30, 2022 IN THE TOTAL AMOUNT NOT TO EXCEED $ 9,112,139. Upon a motion by Commissioner Gonzalez, seconded b Mayor Patrick Rios, Resolution No. 3064 was adopted by unanimous vote. 5 ANNOUNCEMENTS AND NON -ACTION ITEMS Ms. Emily Martinez was unable to attend the meeting so Ms. Mary Afuso, the CBCOG Regional Disaster Recovery Manager and Shelby Simms, the CBCOG GIS Outreach Coordinator reported on their efforts under two new grants the CBCOG received from the US Economic Development Administration. Ms. Afuso reported on applications she had developed on behalf of several local entities to support their economic development efforts. Mr. Simms explained he was working on local databases to facilitate solutions to problems that arise as a result of disasters and unforeseen problems in rural areas of the region. 6. ADJOURN There being no further business, the meeting adjourned at 2:29 PM. Duly adopted at a meeting of the Coastal Bend Council of Governments this 11ffi day of December 2020. 2020.
