CALL TO ORDER Meeting called to order at 5:35 pm. ll. ROLL CALL The roll was called, and a quorum was present III. EXCUSED ABSENCES: Lauren Williams Philippe made a motion to excuse last month’s absences, Jyoti seconded, unanimously approved. Motion passed. IV. ADOPTION OF MINUTES Minutes from the December 3, 2020 meeting were distributed for review. Mukesh made a motion to accept the minutes, Larisa seconded, unanimously approved. Motion passed. V. HEAR FROM THE PUBLIC There was one person from the public in attendance: Cliff Schlabach. Cliff wanted to let the committee know that he is now on the Nueces County Beach Management Committe e. Philippe thought that Cliff in this new position should be giving WBAC a recap every month. This will be on the agenda for next time. Vl. BUSINESS FOR DISCUSSION/POSSIBLE ACTION 1 New Business a. Annual Review Report This is new report that is being requested by the City on all City committees. This report is due on January 31st. It was decided that this committee would meet in 2 weeks to disc uss this report. All the members will be emailed the form and the group will meet on 1/26/21 to decide the final submission. b. Select Officers Terry asked the group if anyone wanted to be chair and Philippe suggested that we keep the present arrangement; Terry the chair and Meredith the vice chair. Lauren made a motion to keep Terry as the chair, Philippe seconded, unanimously approved. Motion passed. Terry made a motion to keep Meredith as the vice chair, Philippe seconded, unanimously approved. 2. Old Business c. Beach Flag Warning System Darren looked up information on the double red flag system and the double red means that the water is closed to the public. Philippe noted that this (double flag system) is not what this committee was speaking of; the discussion was continued/frequent use of the red flag. The consensus is that the current system is working and follows the national guidelines, so keep using it. d. Closing the Jetties Darren relayed to the group that he has been looking at the wave heights but that also there needs to be a visual check. The decision will be made, to close the jetties, by Darren or his staff. 2 C:\Users\NormaD2\AppData\Local\Microsoft\Windows\INetCache\Content.Outlook\C1K8JZ51\January.docx Terry noted that it might also be helpful for Darren to reach out to another group (like the Surfriders) for a second opinion. Philippe agreed with Darren making the call, he did note that they are working on a system that would report wave action, but it is years away. e. North Beach Update Darren has heard nothing about this, he did note that they will be doing a re-nourishment but that has not been put out to bid yet. f. Packery Channel Repair Darren reported that there is no update on this, many folks from the City are retiring. He is still waiting to hear from USACE on whether they will be fixing it or not. Darren did tell the group that the permit for dredging was received. VlI. PARK AND RECREATION ACTION COMMITTEE – Howard Schauer Howard reported that he has not gotten an update on the Bond 2020 construction stuff going on but hopes to at the next PRAC meeting on 1/13/21. VlII. ISAC Report ISAC last met on the same night WBAC met in December so Terry and Darren did not attend. Darren did report that Keith Selman & Jennifer Berkich have both retired. Darren did get permission to not attend these meetings, but he will send his information to Terry to deliver. lX. STAFF LIAISON REPORT Darren reported that Beach Operations is still moving a lot of sand, Whitecap and the seawall are looking good. 3A and the jetty area will be next, followed by Zahn & Newport. The hope is to get Zahn & Newport done by Spring Break. Darren is talking to the USACE about trucking sand to the seawall area. Several of the access road gate have been installed. The 2021 parking permits have been received and distributed. Darren relayed that the dredging was put out for bid but no bids were received and now there could be a timing issue with the approach of turtle season. Darren believes that D eidre has finished the shoreline survey and dredging report, but she is still putting the information together. Still working on the showers in hopes that they will be ready in time for Spring Break. Philippe did mention that there was no going to be a spring break at TAMUCC. . X.
