520th CIVIL SERVICE COMMISSION MEETING

Dr. Deborah Sibilia called the meeting to order at 2:06 PM.
Lawson read Item # 1 from the agenda.
Item # Review and consider the appeal submitted by Firefighter II's: Orlando Torres for
question # 30 on the Fire Fighter II - Engineer promotional examination
administered on December 3, 2020.
Allen reads the test publisher's response.
No ono spoke regarding Agenda Item #1.
Lawson reads Agenda Item#2.
Item #2: Review and consider the appeal submitted by Firefighter II's: Landon
Sherman and Jonathan Contreras for question # 46 on the Fire Fighter
II - Engineer promotional examination administered on December 3,
2020.
Allen reads the test publisher's response.
Firefi ter II Landon Sherman spoke stating multiple answers maybe correct. Both answers B &
C are correct. He referenced the chart on page 379 as documentation to show both are correct.
He also showed that page 380 states AFFF used in multiple areas such as refineries where they
are stored, transported, and processed.
Firefiter II Jonathan Contreras agreed with Landon Sherman. Agrees C is the correct answer,
but o! s B.
Firefiter II Julian Salinas states the test publish suggest verbatim from the book leaving C as
the only valid answer. The best answer is always the correct answer.
Firefighter II Marisa Barrera stated the instructions were clear, to pick the best answer. Protein
Form is the best answer, especially when looking at the second part of the question. Nowhere
else does it state stores, processed and transported. The correct answer, C, remains the best

pursuant to the authority Section 551.074 of Texas Open Meetings Act to discuss the appeals.
At 2:40 PM Member Dr. Deborah Sibilia announced that the meeting was back on the record.
Member Dr. Deborah Sibilia made a motion to deny the appeal for Item #1.
Commission Member Gerald Avila seconded. All Members agreed with the decision.
Member Dr. Deborah Sibilia announced the following: Item # 1- Appeal Denied.
Member Dr. Deborah Sibilia made a motion to grant the appeal for Item 42. Commission
Member Gerald Avila seconded. All Members agreed with the decision.
Member Dr. Deborah Sibilia announced the following: Item # 2- Appeal Granted. Accept B
& C.
Member Dr. Deborah Sibilia made a motion to deny the appeal for Item 43.
Commission Member Gerald Avila seconded. All Members agreed with the decision.
Member Dr. Deborah Sibilia announced the following: Item # 3- Appeal Denied.
Member Dr. Deborah Sibilia made a motion to deny the appeal for Item #4. Commission
Member Gerald Avila seconded. All Members agreed with the decision.
Member Dr. Deborah Sibilia announced the following: Item # 4- Appeal Denied.
