HomeMy WebLinkAboutMinutes Landmark Commission - 02/25/2021MINUTES LANDMARK COMMISSION MEETING – 4:30 pm CITY OF CORPUS CHRISTI – Via WebEx www.cctexas.com/cctv February 25, 2021 STAFF: Nina Nixon-Mendez, Assistant Director of Development Services, Historic Preservation Officer Catherine Garza, Agenda Coordinator Craig Garrison, City Planner I. Call to Order/Roll Call The meeting was called to order and a quorum was established with Commissioner Wilson absent. II.Approval of Minutes: November 19, 2020 A motion was made by Commissioner Robbins to approve the minutes listed above and it was seconded by Commissioner Dees. The motion passed. III.Approval of Absences from October 22, 2020 Meeting: Dr. Bryan Stone and Ira Rucker For the record, Staff noted that the date listed above should be corrected to November 19, 2020; correction to Commissioner Freeman’s last name. A motion was made by Commissioner De La Garza to approve the absences listed above with noted corrections. The motion was seconded by Commissioner Dees and the motion passed. IV.PUBLIC COMMENT: None. V. Nominations and Elections for the Offices of Landmark Commission Chair and Vice-Chair Commissioner Dees made a motion to nominate Commissioner Robbins as Chair. The motion was seconded by Commissioner De La Garza and the motion passed. Commissioner De La Garza made a motion to nominate Commissioner Dees as Vice-Chair. The motion was seconded by Commissioner Fontenot and the motion passed. VI.Annual Preservation Awards Update Craig Garrison, City Planner, gave the update for the record. He informed the Commission that Staff has not received any nominations and urged the Commission to recommend nominations. Staff recommendations for nominations include Nueces Brewery for adaptive reuse of a building and Alyssa Barrera with the Downtown Management District (person/organization). A press release will be submitted regarding this event and social media platforms will be updated. VII.Historic Preservation Officer’s Report Nina Nixon-Mendez, Assistant Director/Historic Preservation Officer, welcomed new Commissioners Wilson, Wanzer, Brown and Mendez and updated them on Landmark activities that have taken place since September 2020. Another Historic Preservation Plan meeting will take place in March to share the stakeholder input as well as the community input received from the survey. She informed the Commission that herself and Mr. Garrison had an opportunity to attend the Real Places Conference with the Texas Historical Commission. Commissioner Fontenot also attended the conference. The formation of a Texas Preservation Network was initiated and will be meeting once a month on Microsoft Teams. The Network will share information on the activities of other cities (medium to large size) especially since the State legislature is in session. COMMISSIONERS: Dr. Christine Riser-Robbins- Chairman Randy J. Dees, Sr. – Vice-Chairman Dr. Ira Freeman Madeleine Fontenot Kathleen De La Garza COMMISSIONERS: Rosyln Wanzer Dr. Jen Brown Armando Mendez Veronica Wilson City Council approved the recent Unified Development Code (UDC) amendments. One of which had great impact and was sponsored by this Commission which was the extending to 365 days. Development Services will host an orientation for the new Commissioners. It will outline roles/responsibilities of Landmark Commissioners and provide an in-depth analysis of how the UDC governs historic preservation. Mr. Garrison will contact Commissioners on scheduling a best time. VIII.Future Agenda Items For the April/May meetings, Commissioners asked for updates on Heritage Park, The Ropes House (Steamboat); discussion regarding Old Bay View Cemetery, New Bayview Cemetery (survey)/Friends of Old Bayview Cemetery. IX.Adjournment There being no further business to discuss, Chairman Robbins adjourned the meeting at 5:00 p.m.
