Call to Order by Chairperson Alissa Mejia at 5:30 p.m. II. Roll Call of Members • Present: Alissa Mejia, Twila Stevens, Florence East, Howard Schauer, Hannah Husby, Jacob Dryden, Lawrence Heatley, Mandy Cox, Amy McCoy • Absent: Diego Solis, Casandra Lorentson • Quorum was met. III. Public Comment • None IV. Adoption of Minutes • Regular Meeting – Adoption of Minutes from March 10, 2021: Minutes from March 10, 2021 were passed unanimously. V. Police Department Report • Police Department Report – Captain Ed Shannon: Increased presence of officers at Blucher Park. South Bluff Park has seen less transient population recently. Water’s Edge Park and Artisian Park are both having issues with increased transient population. Cole Park appears to have no issues currently. Racing issues persist at the barge dock and repairing the gate will help tremendously. Cabra Park has a large number of transients in tents and officers are patrolling frequently to enforce the law. Ben Garza Park has a significantly reduced amount of transient activity. • Alissa Mejia: Do you enforce laws against children riding the rentable scooters without helmets at an inappropriate age? • Ed Shannon: We typically ensure they stop and educate them on the law and safety more than enforcement. VI. Old Business and Possible Action • None VII. New Business for Discussion and Possible Action • Rancho Vista Park Improvement Agreement – Sarah Munoz: Provided overview of previous improvements to Rancho Vista Park by developer along with the proposed agreement being brought to Council for consideration. Current plans include extending the walking trail and increase amenities. • Mandy Cox: Is the City doing anything to encourage other developers to do similar park developments? • Sarah Munoz: There have been other developers looking into performing similar developments recently. This could be an approach to move forward with and your feedback is appreciated. • Flo East: Can anyone use the park or just Rancho Vista residents? • Sarah Munoz: It’s open to the public. • Jacob Dryden: Will the HOA continue to sponsor this going forward? • Sarah Munoz: Yes, they will. • Jacob Dryden: How long are they signing on for? • Sarah Munoz: There’s not a time frame. It’s associated with their unit development. • Jacob Dryden: When they’re done building, will they continue to maintain it? • Sarah Munoz: Yes, they will. The maintenance agreement between City and HOA will be presented at the upcoming Council meeting. • Alissa Mejia: Have they deeded the land to the City? • Sarah Munoz: Yes, through the plat dedication. • Alissa Mejia: Is this development going to tie into the project along Oso Creek? • Sarah Munoz: No definite answers at this time. The developer has mentioned long term tie-ins down the road. • Motion of support by Twila Stevens. Motion seconded and then approved unanimously. VIII. Committee, Liaison/Staff Reports • Island Strategic Action Committee (ISAC) – Liaison Twila Stevens: Chairman asked question regarding beach area south of Bob Hall Pier. Expressed safety concerns. Hoping for feedback from City to help reassure ISAC committee members. Many visitors of Bob Hall Pier are unaware of high tide dangers. Would like to see more communication to educate visitors and other beachgoers of these dangers. Also discussed new Beach Operations facility. Opposed new location next to fire station on Commodore; do not want heavy equipment next to residential neighborhood. • Watershore & Beach Advisory Committee – Liaison Howard Schauer: No updates. • Flour Bluff Advisory Committee – Liaison Florence East: Finalized committee vote on Monday; will move forward to Council. IX. Director / Assistant Director Reports • Interim Director – Sarah Munoz: No additional updates. • Interim Assistant Director – Lisa Oliver: Survey for Master Plan Update has been reviewed and shortened; will be released soon. Stay Fun Fit will be hosted at Water’s Edge. Mayor’s Day has been postponed due to weather. University will host the Southland Conference Beach Volleyball Tournament from 4/23/21 through 4/25/21. City will be providing support for the event. City Nature Challenge 2021 begins 4/30/21 through 5/3/21. Summer programming is currently launching, and City is partnering with CCISD elementary schools to host camp sites during 6/14/21 through 7/30/21 from 7:30am to 6:00pm. • Alissa Mejia: Is the timeline for the Master Plan survey the same as the timeline for the Bill Witt survey? • Lisa Oliver: Yes, they will both be using the same document. • Assistant Director – Kevin Johnson: Presented educational topic “Erosion Projects.” X. PRAC Member Questions/Discussion • Twila Stevens: Request to have completion of showers on Zahn Road become an agenda item. Additional request to have signage warning tourists of parking too close to the tide line and having their vehicles flooded by gulf waters. • Howard Schauer: Request to have plat of SSN705 U.S.S. Corpus Christi. • Flo East: Regarding Rancho Vista and Bill Witt, will all of the community enrichment funds go to Bill Witt or will some go to Rancho Vista as well? • Sarah Munoz: The fees should go into their respective boundaries. Research will be performed to provide a definitive answer. • Alissa Mejia: Is it possible to have more signs indicating that certain areas are currently in progress of improvement? • Kevin Johnson: I had not considered that before, but I will look into it. XI. Educational Topic • Erosion Projects – Kevin Johnson: Provided status updates on Dimmit Pier, South Bay Park, Packery Channel, Poenisch Park, and Suter Wildlife Refuge including design and construction phases, projected completion dates, budgeting, resource management, safety procedures and actions, etc. • Hannah Husby: Due to Hurricane Harvey being the cause of damages to Packery Channel, have FEMA and Core of Engineers been pursued for funding instead of using City funds for repairs? • Kevin Johnson: Yes. XII. Identify items to be placed on next agenda – May 12, 2021 • None XIII. Adjournment at 6:30 p.m.
