Call to Order The meeting was called to order by Connie Bowen at 12:38 p.m. II. Roll Call of Members Roll was called, and a quorum was confirmed. HI. Discussion and Approval of Minutes from November 18's, 2020 Sharon Ray motioned to approve the minutes. The motion was seconded and passed unanimously. iV. Discussion and Approval of Absences from November 181". 2020 Sharon Ray motioned to approve absences — Deborah Shores, Connie Bowen. The motion was seconded and passed unanimously. V. Department Presentation and Discussion Region 11 Zoonosis Report — Mr. Skidmore advised there was new to report for Nueces County on the zoonosis report. Current Shelter Report and Clinic Report — Joel Skidmore went over the CCACS Comparison Shelter Report. Live Release in November ended with 89% in 2020 and December ended with 88.59% in 2020. Program Manager Update — Mr. Skidmore presented the proposed changes to the Chapter 6 Ordinances. The definition of an "abandoned animal" was added as there was not one prior. Dangerous Dog was removed from definitions and added to its own section. A definition for "impound" and "Keeper" of an animal was added to allow an Animal Control Officers to cite for applicable violations. Microchip is added to the definitions as an identifier to the owner/keeper and registered with the city in lieu of the city registration tag. Bites is now defined under the Public Nuisance. In regard to Dangerous Dog, a secure enclosure is defined. The verbiage in the tethering definition is clarified with an explanation of a running line or trolley system. Vanessa Scarbrough addressed the board about changes to requirements for permits and inspections. For the spay/neuter ordinance, it will now be a requirement on first impound, regardless if the animal is current with a rabies vaccine and city license on its I" impoundment, a sterilization order will be issued. An ordinance requiring the owner/keeper to update the owner info on the microchip registration was added. Dogs that have been deemed dangerous will need to obtain a sign from CCACS to place in their yard advising that a "Dangerous Dog" is on site. An Aggressive Dog ordinance is replacing the Vicious Dog ordinance. "Shelter" is now defined in the ordinance. The feeding of animals was added to the Public Nuisance Ordinance. Deputy Chief James Lerma advised the board that the proposed new ordinances will be reviewed by Chief Markle before being presented to City Council. Sesame Drive Harlingen, Texas 78550 Office: (956) 444-3212 FAX: (956) 444-3216 2020 RABIES SUMMARY FOR PHR 11 A total of 6 laboratory confirmed cases of animal rabies were reported from six counties in Public Health Region 11 (PHR 11) during 2020 (Table 1). This represents a 57% decrease from the 14 cases reported in 2019 (Table 1). The counties reporting cases in 2020 (with the number of cases in paren- theses) were: Bee (1), Cameron (1), Hidalgo (1), Nueces (1), Refugio (1), and Webb (1). All six of these cases occurred in bats (Table 2), including 5 Tadarida brasiliensis (Mexican free -tailed bats) and 1 Lasiurus intermedius (Northern yellow bat). COUNTY 201"9 2020 % CHANGE " . ZOONOSIS CONTROL PHR 11 PAGE 2 2020 RABIES SUMMARY Table 2: Cases by County and by Month, 2020, PHR 11. In PHR 11, there was one (1) person that received rabies post -exposure prophylaxis due to contact with a known rabid animal in 2020. This is a 0% change from 2019, when one (1) person received rabies post -exposure prophylaxis due to contact with a known rabid animal (Table 3). One dog was reported as exposed to a rabid animal in PHR 11 during 2020 which shows a 0% change from the one dog reported in 2019. Table 3: Rabies Exposures by Species, 2019 to 2020, PHR 11. While there were no skunk rabies reported this year, a cat in Live Oak County was tested positive for the skunk rabies virus variant in 2019. Skunks are the most commonly reported rabid terrestrial animal in Texas. Before 2014, the skunk strain of rabies had not been reported in PHR 11 counties since 1989. Since 2014, thirty-eight skunk rabies cases have been reported: Bee (1), Brooks (1), San Patricio (3) in 2014, Bee (4), Live Oak (3), Refugio (2), San Patricio (19) in 2015, Refugio (4) in 2016, and San Patricio (1) in 2017. Animal Control agencies, Health Departments and veterinarians should remain alert for skunks exhibiting unusual behavior. Any skunk suspected of being rabid or that potentially had contact with either people or domestic animals (including livestock) should be euthanized and tested for rabies. Dogs and other domestic animals that have had direct contact with a skunk that could not be tested should be considered potentially exposed to rabies and vaccinated and confined in accordance with State law.
