Joel Skidmore, Tracy Cantu, Jackie Torres Public Present: Barbara Baker I. Call to Order The meeting was called to order by Connie Bowen at 12:32 p.m. IL Roll Call of Members Roll was called, and a quorum was confirmed. III. Public Comments Barbara Baker attended as an observer to see what Animal Care was doing about issues in her neighborhood. IV. Discussion and Approval of Minutes from January 20th, 2021 Linda Gibeaut motioned to approve. The motion was seconded and passed unanimously. V. Discussion and Approval of Absences from January 20th. 2021 Linda Gibeaut motioned to approve absences -Deborah Shores. The motion was seconded and passed unanimously. VL Department Presentation and Discussion Region 11 Zoonosis Report — Mr. Skidmore advised there are no positive rabies cases to report in Nueces County. Current Shelter Report and Clinic Report — Joel Skidmore went over the CCACS Comparison Shelter Report for January 2019/2020 and February 2019/2020. Program Manager Update — Mr. Skidmore addressed questions/concems with CCACS Comparison report. Ms. Bowen inquired if the Vet clinic was fully staffed. Mr. Skidmore explained that it is, and we now have 3 Vet Techs in the clinic. Ms. Bowen inquired on the Ordinance Committee. Mr. Skidmore explained the Ordinance Committee is on standby for right now as we are waiting for the Ordinances that were awaiting to be approved. The Ordinances are with legal awaiting the City Attorney to have an official copy. Ms. Bowen inquired on a time frame on when it would be completed. Mr. Skidmore was unable to provide a time frame at this time. Ms. Gibeaut expressed concern on the time frame it has taken. Mr. Skidmore advised once legal is done it will be ready to be presented to City Council Subcommittee Reports • Ordinances - Bypass • Volunteer Recruitment - Bypass • Tethering Ordinances — Bypass • CCACS Ordinances- Bypass VII. Sesame Drive Harlingen, Texas 78550 Office: (956) 444-3212 FAX: (956) 444-3216 2020 RABIES SUMMARY FOR PHR 11 A total of 6 laboratory confirmed cases of animal rabies were reported from six counties in Public Health Region 11 (PHR 11) during 2020 (Table 1). This represents a 57% decrease from the 14 cases reported in 2019 (Table 1). The counties reporting cases in 2020 (with the number of cases in paren- theses) were: Bee (1), Cameron (1), Hidalgo (1), Nueces (1), Refugio (1), and Webb (1). In PHR 11, there was one (1) person that received rabies post -exposure prophylaxis due to contact with a known rabid animal in 2020. This is a 0% change from 2019, when one (1) person received rabies post -exposure prophylaxis due to contact with a known rabid animal (Table 3). One dog was reported as exposed to a rabid animal in PHR 11 during 2020 which shows a 0% change from the one dog reported in 2019. Table 3: Rabies Exposures by Species, 2019 to 2020, PHR 11. While there were no skunk rabies reported this year, a cat in Live Oak County was tested positive for the skunk rabies virus variant in 2019. Skunks are the most commonly reported rabid terrestrial animal in Texas. Before 2014, the skunk strain of rabies had not been reported in PHR 11 counties since 1989. Since 2014, thirty-eight skunk rabies cases have been reported: Bee (1), Brooks (1), San Patricio (3) in 2014, Bee (4), Live Oak (3), Refugio (2), San Patricio (19) in 2015, Refugio (4) in 2016, and San Patricio (1) in 2017. Animal Control agencies, Health Departments and veterinarians should remain alert for skunks exhibiting unusual behavior. Any skunk suspected of being rabid or that potentially had contact with either people or domestic animals (including livestock) should be euthanized and tested for rabies. Dogs and other domestic animals that have had direct contact with a skunk that could not be tested should be considered potentially exposed to rabies and vaccinated and confined in accordance with State law.
