HomeMy WebLinkAboutMinutes Transportation Advisory Commission - 01/04/2021 - Special 1 CITY OF CORPUS CHRISTI TRANSPORTATION ADVISORY COMMISSION (TAC) MINUTES SPECIAL MEETING Monday, January 4, 2021 I. Call to Order: The City Transportation Advisory Commission (CTAC) convened in a special virtual meeting on January 4, 2021. TAC Chair, Judy Telge called the Commission to order at 2:30 p.m. II. Pledge of Allegiance III. Roll Call: Commissioners in Attendance: Brandon Herridge, Jeffrey Pollack, Judy Telge, Robert Saldana, and Jonathan Aman Commissioners Absent: Wilfredo Rivera (excused), Leo Rios, Pramit Bhakta Staff Attendance: Renee Couture, Diego Leyva IV. Public Comment: There was no public comment received this month, nor any given by anyone on the call. V. Item for Consideration: 1. Renee Couture, City Traffic Engineer, introduced Avery Oltmans from the Planning Department and Design Engineer Thomas Tiffin from Munoz Engineering to explain the Urban Transportation Plan (UTP) amendment request for the deletion of Wildcat Drive from County Road 52 to an un-named East to West Collector Roadway. This request is associated with the future development of two tracts (15.637 ac & 3.259 ac) located between IH-69 and the Western boundary of the assumed Wildcat Drive thus containing the subject segment of Wildcat Drive. The segment of Wildcat Drive; whose removal is being requested is categorized as a C1-Minor Collector. The developer requesting the deletion has also provided a preliminary plat for the subject property showing two internal roads which will provide connection between County Road 52 and the un-named east to west C1 roadway. The current UTP provides no continued C1 roadway running south of County Road 52 at the location of the proposed deleted road. The perceived benefit of Wildcat Drive in the subject area, is assumed to be the transport of vehicular traffic north to south from County Road 52 to Northwest Boulevard. This ultimate goal is hampered by the existing development pattern along Northwest Boulevard. The existing intersection of Northwest Boulevard and Wildcat Drive would require that an extension of Wildcat to the South be constructed in the area between the Corpus Christi Medical Center – Northwest, and a Chick-fil-a restaurant. This area is already occupied by a driveway which services both the Hospital and Chick-fill-A. At the end of the presentation, a discussion was brought by different commissioners in regard to the deletion of Wild Cat Drive. Avery Oltmans and Renee Couture explained the development is proposing two access points along IH-69 Southbound Frontage Road, and there will be three access points along County Road in which one of those three is the private roadway in the back of the development for the public to use. Robert MacDonald, MPO Transportation Planning Director, asked what is taking the place of the roadway deletion, and if there will be a Traffic Impact Analysis required as part of the development. Avery Oltmans 2 answered the first question that the Wildcat Drive roadway deletion will be replace by the two internal roadways toward IH-69 SBFR a private drive located west of the existing deletion location. Renee Couture answered the second question, where a Peak Hour Volume Form will need to be submitted, and the developer will need to reach TxDOT for their traffic requirements. TAC Chair, Judy Telge, entertained a motion to accept staff recommendation, and the motion was temporarily postponed for further clarifications. Johnathan Aman, Jeffrey Pollack, and Robert Saldana asked to postpone the motion temporary for further discussion. Robert Saldana mentioned his concerns regarding provision for transit service. Jonathan Aman asked for a clarification on the roadway deletion. Jeffrey Pollack mentioned that his concerns where in regard to access if there were a residential development in the back. Renee Couture explained that there is a proposed residential development, and it will have an east-west roadway, and a south- north roadway on Riverside Boulevard. After discussion, TAC Chair, Judy Telge entertained a motion to accept staff recommendation. Jonathan Aman made a motion, and Brandon Herridge seconded. Motion was carried. VI. TAC Member Communication: 1. Jeffrey Pollack mentioned a concern brought up by a member of the community regarding bike accessibility on the rehabilitation project of Ocean Drive. The concern was regarding the striping for the reduction of the bike lane. Renee Couture mentioned that it is just temporary striping to delineate an edge lane for temporary traffic lanes, and after construction, striping will go back per existing conditions. 2. TAC Chair, Judy Telge, brought up that the TAC report for last year is due. Renee Couture mentioned that we are working on it. VII. Adjournment: TAC Chair, Judy Telge adjourned the meeting at 3:35 pm.
