TRANSPORTATION ADVISORY COMMISSION (TAC) MINUTES
Monday, March 22, 2021
I. Call to Order: The City Transportation Advisory Commission (CTAC) convened in a regular
virtual meeting on March 22, 2021. TAC Chair, Judy Telge called the Commission to order at
2:32 p.m.

Commissioners in Attendance: Brandon Herridge, Jeffrey Pollack, Judy Telge, Robert Saldana,
and Wilfredo Rivera
Commissioners Absent: Jonathan Aman (Excused), Pramit Bhakta
Staff Attendance: Renee Couture, Diego Leyva
IV. Public Comment: There was no public comment received this month, nor any given by anyone
on the call.
V. Reports:
1. Corpus Christi Police Department (CCPD) – Captain Sosa will be the new Traffic Captain,
replacing Captain Sherman. Captain Sosa proceeded to give the report and answer any
questions. Judy Telge suggested for future reports to include a small key or legend to help
members understand the abbreviations in the report. Judy Telge mentioned that she
would like to include a way of tracking and showing pedestrian fatality locations for the
final report to identify trends. Renee confirmed that there is work related to Vision Zero
in progress that relates to Judy’s questions.
2. City Traffic Engineer – Renee Couture presented 2 flyers regarding public meetings for
Flour Bluff Development Plan on March 24 and Padre/Mustang Island Development Plan
on March 25. Renee Couture presented different public works projects including
Midblock Pedestrian Crossing at Oak Park Elementary, and intersection of Victoria Park
and Wooldridge Road. Renee Couture also presented the progress in other engineering
projects such as Ayers Street, and Holly Road. Rodd Field is scheduled to be completed by
April 2021.
3. TAC/BPC - Jeffrey Pollack stated no new comments other than they are looking forward
to provide comments on future bond projects.
VI. Item for Consideration:
1. Decrease of State Law Maximum Speed – Park Road 22 – Presented by Renee Couture,
City Traffic Engineer. This ordinance will decrease the speed limit from 55mph to 35 mph
along Park Road 22 beginning at a point 0.249 miles (1315-feet) north of Encantada
Avenue and ending at a point 0.122 miles (644-feet) south of Encantada Avenue to
establish a school zone for Seashore Learning Center. The Island Foundation Board of
Directors submitted a formal petition to the City to reduce the speed limit and/or install
a school zone along Park Road 22 adjacent to the Seashore Learning Center. This request
was forwarded to the Texas Department of Transportation (TXDOT) since Park Road 22 is
a State maintained roadway. Chapter 25 of the Texas Administrative Code provides the
information and procedures necessary for governmental entities to establish a speed

zone on State Highway systems. These procedures require an engineering and traffic
study, request cities to pass an ordinance establishing the speed zone, install and
maintain signage, and notify law enforcement upon installation of signs. The local TXDOT
office conducted a traffic study. Their findings and proposal to reduce the speed limit
from 55mph to 35mph during school zone hours were approved by the Austin Traffic
Division in February. TXDOT requested the City of Corpus Christi pass and ordinance to
establish the reduced speed zone in order for the signage to be installed.
VII. TAC Member Communication:
1. Judy Telge asked Renee Couture for the timeline for new member appointments to
this Commission. Renee mentioned everything is on the City Secretary office waiting
to move forward.
VIII. Adjournment: TAC Chair, Judy Telge adjourned the meeting at 3:22 pm.
