ANIMAL CARE ADVISORY MEETING

Members Present: Linda Gibeaut, Sharon Ray, Connie Bowen, Deborah Shores, Jarvis Amaya

City Staff: Joel Skidmore, Jackie Torres, Vickee Soliz
Public Present: None
I. Call to Order
The meeting was called to order by Jarvis Amaya at 12:37 p.m.
II. Roll Call of Members
Roll was called, and a quorum was confirmed.
III. Public Comments
None
PV. Discussion and Approval of Minutes from April 21'. 2021
Sharon Ray motioned to approve. The motion was seconded and passed unanimously.
V. Discussion and Approval of Absences from April 213t. 2021
Sharon Ray motioned to approve. The motion was seconded and passed unanimously
VI. Department Presentation and Discussion
Region 11 Zoonosis Report — Mr. Skidmore advised the board of the new Zoonosis report reflecting
no new cases in Nueces County. The mosquito abatement protocols are in place.
Current Shelter Report and Clinic Report — Joel Skidmore went over the CCACS Comparison
Shelter Report for April 2020/2021. Mr. Skidmore advised the board there is a known error in the
reporting for the microchip report that is in the process of being corrected.
Program Manager Update — Mr. Skidmore addressed questions/concems with CCACS
Comparison report. Mr. Skidmore advised the board that the 1s' reading was done yesterday.
Language, verbiage is under review with the City Attorney's office and City council. The second
reading is expected to be done next Tuesday. Ms. Bowen inquired on the process on cat colonies.
Mr. Skidmore advised there is a MOU in place with PAAC for an TNR program. Mr. Skidmore
along with Ms. Soliz went over the proposed budget that has not yet been approved by council and
advised the Fee Schedule is awaiting approval. Mrs. Gibeaut inquired on staffing. Mr. Skidmore
expressed that we are understaffed for the services being provided. An improvement in pay is needed
for staff as well as additional positions that need to be filled currently, Kennel Technicians, Animal
Control Officers, Live Release Co Ordinator, Vet Tech, an additional Veterinarian, an additional
Cruelty Investigator, and Sr. Staff Assistant . Decision packets have been prepared to be presented
as well as a request for additional vehicles.

VII. Old Business for Discussion and Possible Action
• Discussion on a Breeding, Spay/Neuter Ordinance. Ms. Bowen motioned to table this item. The
motion was seconded and passed unanimously.
VIII. New Business for Discussion and Possible Action
• Discussion on appointing Chair and Co -Chair. Ms. Gibeaut motioned to table this item. The motion
was seconded and passed unanimously. Jarvis Amaya advised he would be willing to remain Co
Chair.
IX. Identify items to be placed on neat agenda
• Updated report on Year end Microchip Report 2019/2020 and 2021 Year to Date Microchip report.
X. Adiournment
The meeting was adjourned at 1:06 p.m. All approved, and meeting was adjourned.

Extensive information about rabies in Texas
is available at https://www.dshs.state.tx.us/
idcu/disease/rabies/. The "Cases/Statistics"
link will take you to monthly and annual rabies
reports showing the animals tested for rabies
by County as well as to a search query that lists
confirmed rabies cases in individual counties.
The "Maps" link will allow you to view Texas
maps showing the rabies cases by County,
species and/or rabies virus variant from 2003
to the present.
