HomeMy WebLinkAboutMinutes Committee For Persons With Disabilities - 12/03/2003 CORPUS CHRISTI COMMITTEE FOR PERSONS WITH DISABILITIES Monthly Meeting of December 3, 2003 Linda Fallwell-Stover made a, "MOTION TO AMEND ARTICLE V (THE PROPOSED NON DISCRIMINATION ORDINANCE) TO REFLECT THE REVISIONS THAT WERE REQUESTED, DISCUSSED AND AGREED UPON AT THE NOVEMBER 17, 2003 SPECIAL CALL MEETING TO BE REFLECTED IN THE CITY COUNCIL PACKET". Toni Padilla seconded the motion. Discussion: Ms. Lyons stated, "This was the simple housekeeping things and the clean up of Financial Assistance (definition) and the change of the fine from $250, to "...up to $250, not to exceed $500". (So it's not an automatic hammer that you must get a $250 fine.) Those are the changes she's talking about. If you voted to agree to her motion, you are agreeing to those things. That is something we would have to do? Any other Questions?" Ms. Fallwell-Stover stated, "That does not preclude our ability to come back on Monday, to listen to Joseph and Staff and to make further amendments." Ms. Lyons stated, "And those were all good changes. It was a mutual (decision). He (Joseph) presented them. We all thought it was good. I don't want to misrepresent it. It was a very good dialogue." Mr. Torno stated, "But the fact of the matter is that the staff will still not support it." Ms. Lyons stated, "That's when we thought we're at that point. Oh, it was good. Now is this something the staff will support? And we were told, "no, not necessarily". " Ms. Lyons stated, "But I think we were on the right track and I think we should call a vote." Mr. Ondrias stated, "The Council might like it and say, "well you got part of the way there". Even if you have run out of time." Mr. Torno stated, "What the Council is going to be worried about is the $300,000." Ms. Padilla stated, "But that is why I asked the question - even with the proposal that City staff came forward with, which we asked the City staff them to do. What would make you happy? Tell us. Even the proposal they came forward with, either way it doesn't change it. It is because they are reading this with an extreme in mind. I don't believe that is the intent of this Committee. There are ways to accommodate without saying every single pool has to have lifts. Just picking on pools because this was an example." Ms. Lyons stated, "We need to vote." Mr. Ramos asked for clarification - "At the meeting all those were okay. But did you want to eliminate E., under Section 24-100, where referencing places of public accommodation, we would fine them $250?" Ms. Lyons stated, "That is not what we agreed upon. No Joseph is still checking on that." Ms. Fallwell-Stover indicated, "All we are talking about are the items from November 17th. " Ms. Lyons indicated, "Nothing from today. Joseph is going to check on some (things)." Ms. Lyons called a vote, stating, "All those in favor of Linda's motion say "Aye"." (Unanimous.) "All those opposed say "No"." (None.) None. The motion passed. Ms. Lyons indicated, "So that part we're all clear on." There is a consensus to hold a Special Called Meeting on Monday, December 8, at 4:00 p.m. Human Relations Office will notify us of the location. a
