HomeMy WebLinkAboutMinutes Human Relations Commission - 06/07/1990 MINUTES OF THE HUMAN RELATIONS COMMISSION MEETING June 7, 1990 COMMISSIONERS PRESENT STAFF PRESENT Elide Gonzales Jacquelyn Harrell Welder Brown Manuel Barrera Jimmie McCurn June Shultz Paul York Rosie Alaniz Errol Summerlin COMMISSIONERS ABSENT Raymond Perez Gracie Barrera liV Elizabeth Ann Guthrie The regular monthly meeting was called to order at 5:00 P.M. by Commissioner Errol Summerlin, Vice Chairperson. The roll call was taken and a quorum was present to conduct a legally constituted meeting. CHAIRPERSON'S COMMENTS Commissioner Errol Summerlin reported it was his understanding that this was the last meeting for the three Youth Commissioners, Mr. Koushik Shaw, Oscar De los Santos, and Celena Cavazos. Commissioner Summerlin expressed his appreciation to the Youth Commissioners on behalf of Commissioner Raymond Perez, Chairman for their participation on the Commission. Commissioner Summerlin pointed out that at the last meeting the Commission asked to get approval to send at least one Commissioner to the International Association of Official Human Rights Agencies Conference. Commissioner Summerlin reported the Request was rejected. HUMAN RELATIONS COMMISSION MINUTES JUNE 7, 1990 PAGE 2 Commissioner Summerlin asked the Commission if we should make an argument to Mr. Garza. He suggested a letter to Mr. Garza explaining why this Commission feels it is important to attend these conferences. Commissioner Welder Brown stated he feels it is important for Commissioners to attend these conferences, and that the Commission should voice it. He stated this is standard procedure nationwide and the practice is customary in Corpus Christi as well from as far back as the 1960's and 70's for Commissioners to travel to conferences. Commissioner Welder Brown asked staff member Manuel Barrera if the conference he went to was helpful to him. Mr. Barrera stated it was, and he feels it would have been very helpful to this Commission also. Mr. Barrera stated he talked to several Commissioners from different cities and commented that they are very well trained. Commissioner Paul York suggested we find out how other Commissions on Human Rights have their budget for travel and training set up. It was decided by the Commission they will approach the issue from a policy stand point after they have information from other Commissions. The Commission asked Ms. 411, Harrell to obtain information from other Commissions on the kind of travel and training budget they have. Commissioner Paul York stated after the Commission has prepared they should talk to the City Council. APPROVAL OF THE MINUTES It was moved the minutes of April 4, 1990 and May 3, 1990 be approved as mailed. The motion was seconded and passed unanimously. PUBLIC INTRODUCTION AND REMAR[S None HUMAN RELATIONS ADMINISTRATOR'S REPORT — Since a written report was submitted and in the interest of time, Ms. Harrell yielded her time to staff reports. Staff member Manuel Barrera made a presentation to the Commission on public accommodations. Mr. Barrera pointed out that we currently have two public accommodation cases, and he went over the facts with the Commissioners to get their opinion on each case. Mr. Barrera stated he will do more research on one case and will report to the Commission on the issue of jurisdiction. 4161, HUNAN RELATIONS COMlIISSION MINUTES JUNE 7, 1990 PAGE 3 REPORTS FROM GOAL cam-Trims Goal 1: No report was given. Goal 2: No report was given. Goal 3: Commissioner Summerlin reported that his committee did make their presentations to Carroll and Miller High School. He stated it was excellent. Commissioner Summerlin pointed out that Youth Commissioner Shaw and Youth Commissioner De los Santos did great presentations. Commissioner Summerlin indicated he got a copy of statisticals that showed there were a majority of scholarships given to Anglo students. Mr. Summerlin gave a copy to Ms. Harrell and reported to the Commissioners copies would be available. It was reported that Youth Commissioners Oscar De los Santos and Koushik Shaw went to Corpus Christi State University to give a presentation. A brief summary was given to the Commission. Commissioner Summerlin thanked the two Youth Commissioners for their presentation at Corpus Christi State University. ` Commissioner Jimmie McCurn stated the Commission needs to start looking at the Junior High Schools because she feels the problems start there. Commissioner Summerlin stated they would look into that. Ms. Harrell indicated that Youth Commissioners Oscar De los Santos and Koushik Shaw are entitled to certificates from the Commission. She requested both be present at next Commission meeting to receive the certificates. Ms. Harrell presented the memorandum indicating which Commissioner's terms are expiring. She said if anyone is interested in reappointment please let her know. Ms. Harrell explained biographical sketches need to be filled out by people who are interested in being appointed to the Commission. Goal 4: No report was given. Goal 5: No report was given. OLD BUSINESS Commissioner Shaw's youth application form was discussed. Commissioner Koushik Shaw asked the Commission if there was any other input or suggestions 41WHUMAN RELATIONS COMMISSION MINUTES JUNE 7, 1990 PAGE 4 for improvement on the form. Ms. Harrell stated it needs to be recommended for use by the Mayor in the selection process for Youth Commissioners. Commissioner Shaw stated he will be talking to the Mayor. A motion was made by Commissioner Summerlin that the Commission adopt the youth application form that has been prepared by the Youth Commissioners and that we will remit it to the Mayor to be used in her selection process. The motion was moved and passed. Commissioner Shaw reported he will let the Mayor know what needs to be done. NEW BUSINESS None TRAINING SESSION OR TOPIC None 411, CLOSED SESSION None INFORMATIONAL STEMS The Commissioners discussed the Juneteenth celebration.
