MINUTES
OF THE
HUMAN RELATIONS COMMSSION MEETING
JULY 5, 1990

The regular monthly meeting was called to order at 5 p.m. by Commissioner
Raymond Perez, Chairperson. The roll call was taken and a quorum was present
to conduct a legally constituted meeting.
CHAIRPERSON'S COMMENTS
Commissioner Raymond Perez welcomed Ms. Elizabeth Ann Guthrie. Commissioner
Guthrie gave a biographical sketch of her background in employee related
matters.
Commissioner Perez expressed appreciation for the leadership of the Vice
Chairperson Commissioner Errol Summerlin in his absence.
APPROVAL OF THE MINUTES
Mr. Summerlin asked to amend the minutes to read ' . . .Commissioner Summerlin
asked the Commission if we were prepared to discuss the matter with Mr.
Garza. . ."
Commissioner Errol Summerlin also indicated that in the very last sentence of
the minutes where it reads . ..Commissioner Paul York stated after the
Commission has prepared they should talk to the City Council. . ." should be
amended to reflect ". . .Commissioner Paul York suggested that after the
Commission has reviewed the survey that Ms. Harrell has been asked to gather,
then the Commission may talk to individual council members who might question
why the Commission needs to travel. . ."

Furthermore, Commissioner Errol Summerlin stated that on Page 3, paragraph 2
of the Minutes where it reads . .statisticals that showed. . ." should be
amended to read . .. Commissioner Summerlin got a copy of a report issued by
the Commission on higher education for the state of Texas. . ."
Commissioner Elide Gonzalez stated she did not think the Minutes reflected
trips in general. Commissioner Summerlin read from the Minutes where it
clearly indicated that the Commission was going to establish a policy or
suggest a policy on the issue.
Commissioner Gonzalez restated that we approve the minutes of June 7, 1990 as
corrected. The motion was seconded and passed unanimously.
PUBLIC INTRODUCTION AND REMARKS
Commissioner Perez asked Mr. Harry Miller if he would like to make a statement
to the Commission. Mr. Miller introduced himself and indicated his reason for
being at the Commission meeting.

HUMAN RELATIONS ADMINISTRATOR'S REPORT
Ms. Harrell went over the June 1990 monthly report that was distributed to
Commissioners.
Ms. Harrell pointed out teamwork by staff was exemplary during this month.
The processing of cases and closures was 29 - higher than any other previous
month.
REPORTS FROM GOAL CAMOII'1TEFS
Mr. Summerlin stated he did not receive a copy of the June statistical report.
A copy was given to him for his review. No comments were made on the report.
No reports on goals were given.
OLD BUSINESS
TRAVEL SURVEY
Ms. Harrell indicated the survey information sent to her, clearly indicates
that it is a normal part of the budget process to include travel for
Commissioners.
There was discussion on training. Commissioner Summerlin stated he does not

view training as an avenue to avoid liability but as an opportunity to educate
the Commissioners on how the Commission should operate.
Ms. Harrell reported to the Commission she requested information on all the
member organizations, but received only seven names. Commissioner Summerlin
stated he does not think seven is statistically relevant. He suggested a one-
page survey form with a self-addressed stamped envelop should be sent. Ms.
Harrell indicated she could distribute the survey at the IAOHRA conference.
Mr. Summerlin stated it was a good idea to distribute this request for
information at the IAOHRA conference.
EL PASO ORDINANCE
The El Paso Ordinance which was distributed was discussed. Ms. Harrell gave
a summary on the Ordinance. Ms. Harrell's recommendation to the Commission
was that we not duplicate effort. An Ordinance such as that enacted in El
Paso would not serve our needs. She reported she will review the American
Disabilities Act and if any other changes are necessary, she will report back
with recommendations. Mr. Summerlin moved we accept the Director's
41110 recommendation. It was seconded and passed unanimously.
NEW BUSINESS
Commissioner Summerlin reported he received information on HUD equivalency.
Commissioner Summerlin stated Dallas adopted a resolution that essentially
asked the City Attorney to express to the Texas Municipal League the City's
intent to pursue legislative authorization for local agency certification and
to work out the problem. Commissioner Summerlin stated he feels equivalency
of these HUD regulations are important for this Commission if we are going to
pursue housing discrimination and try to enforce it. Mr. Summerlin suggested
the Ordinance Review Committee be activated to pursue interaction with Texas
Municipal League.
