HomeMy WebLinkAboutMinutes Human Relations Commission - 09/06/1990 MINUTES SOW OF THE HUMAN RELATIONS COMMISSION MEETING September 6, 1990 COMMISSIONERS PRESENT STAFF PRESENT Errol Summerlin, Vice Chairperson Jacquelyn Harrell Welder Brown Rosie Alaniz Elida Gonzalez Jimmie McCurn Gene Ward Grandis Lenken GUEST Jim Hoose Beatrice Lopez Kate Haltom Elizabeth Guthrie COMMISSIONERS ABSENT Paul York The regular monthly meeting was called to order at 5 p.m. by Commissioner Errol Summerlin, Vice Chairperson. The roll call was taken and a quorum was present to conduct a legally constituted meeting. CHAIRPERSON'S COMMENTS On behalf of the Commission, Commissioner Summerlin welcomed new members. The new Commission members gave a biographical summary of their background. Commissioner Summerlin gave a brief summary of the Human Relations mission for the City of Corpus Christi. Ms. Harrellintroduced a guest, Beatrice Lopez. Ms. Harrell explained Ms. Lopez was interested in being a Youth Commissioner. Ms. Beatrice Lopez spoke on her background and stated she was at the meeting only to observe. Commissioner Summerlin explained that the Human Relations Commission has three Youth Commissioner openings. He explained Youth Commissioners have always contributed to the mission, especially the last few Youth Commissioners. Commissioner Summerlin reported Youth Commissioners helped with programs in schools and this work will continue this fall. APPROVAL OF THE MINUTES It was moved the Minutes of September 6, 1990 be approved as mailed. The motion was seconded and passed unanimously. HUMAN RELATIONS COMIISSION MINUTES 4111, SEPTEMBER 1990 PAGE 2 PUBLIC INTRODUCTION AND REMARKS None HUMAN RELATIONS ADMINISTRATOR'S REPORT Ms. Harrell discussed the September 1990 monthly report as distributed to Commissioners. Ms. Harrell reported the Texas Municipal. League willbe meeting in Corpus Christi the week of October 22, 1940 for their annual convention. Commissioner Summerlin asked with regard to the process involving the Fair Housing Task Force, if the September 5th letter from Mr. Chris Gorham was related. Ms. Harrell further explained the September 5th letter is merely trying to identify and approve sources of funding for the assessment. Ms. Harrell explained they will be surveying some smaller cities for comparative purposes before proceeding further. Commissioner Summerlin also stated it was the responsibility of this Commission to designate individuals that may want to be involved on the Housing Taskforce. Travel Survey The travel survey was distributed to Commissioners. Commissioner Summerlin suggested the Commissioners take time to review the travel survey and discuss the issue at the next meeting. REPORTS FROM GOAL COMMITTEES Commissioner Summerlin suggested new Commission members review the five goal committees and let Ms. Harrell know which they prefer to join. Goal 1: Gene Ward - No report was given. Coal 2: Paul York - No report was given. Coal 3: Errol Summerlin - Commissioner Summerlin stated his committee will meet sometime in October before the next Commission meeting. Commissioner Summerlin briefly explained Coal 3 committees' involvement this fall. HUMAN RELATIONS COMMISSION MINUTES SEPTEMBER 1990 PAGE 3 Commissioner Summerlin reported they will be visiting schools and speaking on the role of the Commission, discrimination in general, and some of the aspects of discriminatory practices. Commissioner Summerlin stated he hopes Youth Commissioners will be appointed by this time. Ms. Harrell reported youth applications have already been forwarded to the Secretary and that the Youth Commissioners should he appointed by next month. Coal 4: No report was given. Ms. Harrell reported new brochures will be printed. The brochure on Housing willbe in Spanish and English. The Human Relations brochure will be bilingual as well. She reported we are paying for printing and distribution of the housing brochure with Community Development Block Grant funds. OLD BUSINESS Mr. Summerlin asked if everyone received a copy of the letter that was sent to Juan Garza on the housing assessment. He suggested everyone he sent a copy of this letter. Commissioner Summerlin explained the letter to Juan Garza was written by Ms. Harrell, and it was an excellent letter. He reported the Commission requested Ms. Harrell, at the last meeting to express our concern regarding slow movement on the CDBG assessment of housing in Corpus Christi. Commissioner Summerlin briefed the new Commissioners. He explained the Community Development Block Grant Program has a requirement that we conduct an assessment on housing within our community. We must have an assessment done in order to receive CDBG funds and there is no action currently going on in the City regarding this assessment. Upon request Ps. Harrell stated she would send the Mayor a letter indicating where the Commission is on the assessment matter. Commissioner Summerlin suggested to say as a Commission, we feel community involvement in this effort is essential by selecting a task force which represents a cross section of the City. This would be the ideal composition of the Task Force. NEW BUSINESS Commissioner Summerlin inquired as to the status of reappointment of Raymond Perez as a member of this Commission. 7 HUMAN RELATIONS COMMIISSION MINUTES 411, SEPTEMBER 1990 PAGE 4 TRAINING SESSION OR TOPIC Ms. Harrell reported she will be distributing an orientation packet to new Commission members. She also reported she will wait for Youth Commissioners to be appointed before distributing the packet. CLOSED SESSION None INFORMATIONAL ITEMS Commissioner Grandis Lenken stated she received a very cold and very blunt letter from the City Secretary's Office regarding her absences.
