The roll call was taken and a quorum was present to conduct a legally constituted meeting. CHAIRPERSON'S CCPtWNTs Commissioner Paul York, Chairperson welcomed the new Youth Commissioners. The new Youth Commission members gave a biographical summary of their backgrounds. Esther Gonzalez, a volunteer for the Human Relations Department, introduced herself to the Commission. APPROVAL OFF THE NINOTES Commissioner Kate Haltom amended the minutes. It was moved that the Minutes of September 6, 1990 be approved as amended. The motion was seconded and passed unanimously. HUMAN RELATIONS ADMINISTRATOR'S REPORT Cs Ms. Harrell discussed the September 1990 monthly report as distributed to Commissioners. City of CorPus Christi HUMAN RELATIONS C@RIISSION MINUTES OCTOBER 4, 1990 PAGE 2 REPORTS FROM GOAL 00PIIITT6ffi Goal 1: Commissioner Gene Ward suggested Commissioners come to the Human Relations office and have a session on what is done when a complaint is filed. Commissioner Paul York, Chairperson, suggested it be on a voluntary basis. He encouraged Commissioners to make an effort to call and schedule an appointment for a session before the next meeting. Ms. Harrell explained appointments are scheduled for clients, but random walk-ins are also seen. Goal 2: Public Relations Committee - Commissioner Paul York described his intent to have Public Service Announcements on TV and Radio for the Commission. He said Youth Commissioners and regular Commissioners should plan to go to clubs and other community organizations to make presentations on the Human Relations Commission. Goal 3: Errol Summerlin - No report was given. Goal 4: No report was given. Chairperson Paul York asked for volunteers to participate for Goal 4. Commissioner Gene Ward volunteered to work with Commissioner Jimmie McCurn. Goal 5: Ms. Harrell stated progress has been made. Most city contracts have been placed in the Accounting Department. OLD BUSINESS HOUSING TASKFORCE Ms. Harrell commented that a letter was previously sent to the City Manager at the Commissioner's request. The last meeting was held with the Director of Community Development and Director of Planning. It was explained this housing assessment should be started before the end of the current funding year. Ms. Harrell explained it was previously determined the Community Development Block Grant Program could not be funded next year if we do not complete the assessment. The Housing and Urban Development Office in San Antonio participated in a conference call. A copy of the extensive study of the City of San Antonio was sent to us. Further discussions will be scheduled. City of C,,rp115 Christi HUMAN RELATIONS COMIISSION MINUTES OCTOBER 4, 1990 PAGE 3 TRAVEL SURVEY The Chairperson, Commissioner Paul York, briefed the new commissioners on the Travel Survey. Commissioner Paul York, suggested the. Commission share the results of the survey with the City Manager. Mr. York suggested a cover letter from the Commission to the City Manager to reconsider the new travel policy for Human Relations Commissioners. A motion was made, seconded and passed to notify the City Manager the Commission would like to request reconsideration of his decision to bar travel for training for Commissioners. Since the survey made shows 87% of other cities do send Commissioners, we feel it may be appropriate, and that his decision be modified to allow no more than two people per meeting. NEW BUSINESS Commissioner Paul York reported at the last City Council meeting, it was decided absences may be excused by majority vote of the Commission. Commissioner York suggested we vote on current absences at the next meeting. Commissioner York stated it is appropriate to notify the office when you expect to be absent from a meeting. TRAINING SESSION OR TOPIC It was agreed Orientation for new Commissioners will be held next Thursday, October 11 at 4:30 p.m. in the Human Relations Conference Room.
