HUMAN RELATIONS COMMISSION MEETING
November 8, 1990

The regular monthly meeting was called to order at 5 p.m. by Commissioner Paul
York, Chairperson. The roll call was taken and a quorum was present to
conduct a legally constituted meeting.
APPROVAL OF THE MINUTES
It was moved and seconded the Minutes of October 4, 1990 be approved as
mailed. The motion passed unanimously.
CHAIRPERSON'S COMMENTS
Mr. Mike Nogueira, Chairman and Chief Executive Officer of Texas Commerce Bank
gave a presentation on the Community Reinvestment Act. The presentation
included information on special programs they have established for low income
people. Some of the programs discussed were the basic checking account,
student loans, mortgage loans, and the Small Business Education loan guide
that has been developed.
Commissioner Paul York and Ms. Jacquelyn Harrell thanked Mr. Nogueira and Ms.
Ray for the presentation.

HUMAN RELATIONS ADMINISTRATOR'S REPORT
Ms. Harrell discussed the October 1990 monthly report as distributed to
Commissioners.
Ms. Harrell informed the Commissioners Human Relations Orientation packets
are available upon request. Commissioners were encouraged to call the Human
Relations Office should a copy be required.
Ms. Harrell explained why she requested Commissioners to view the program on
Race and Reason. She stated it is information the Commission should be
cognizant of and possibly learning more about the impact on the community.
Commissioner Paul York gave a brief summary of the program and explained he
recorded the program if anyone should need to view it.

No reports were given at this meeting.
OLD BUSINESS
Travel by Commissioners/Survey - response
Ms. Harrell informed the Commission no response has yet been received from
Juan Garza, City Manager, on the authorized travel survey letter from
Commissioner York. She will contact the City Manager's office regarding a
response.
NEW BUSINESS
Community Reinvestment Act - Texas Commerce Bank
The presentation was discussed in detail. Alternate methods of informing the
community were discussed.
Ms. Harrell reported to the Commission the National Council of Christians and
Jews has requested the Human Relations Commissioners' stamp of approval before
publication of the Police Handbook. It was moved and seconded that approval
1'; be given for publication of the Police Handbook, after review by the Director
of Human Relations. The motion was seconded and passed unanimously.
