The roll call was taken and a quorum was present to conduct a legally constituted meeting. APPROVAL OF THE MINUTES ihr It was roved and seconded that the Minutes of February 6, 1992 be approved. PUBLIC INTRODUCTION AND REMARKS The new nenter, Clyde E. Bourke, Jr., was introduced. Mr. Bourke gave a brief sumary of his interest in the Human Relations Commission. OLD BUSINESS Fair Housing Assessment Kelly Elizondo, Senior Director of Housing and Community Development spoke briefly on the Fair Housing Assessment. Mr. Elizondo explained for several months Housing and Caanunity Development has been working an trying to address the issues as to how, when, and what to do regarding a Fair Housing Assessment. In stated they are ready for requests for proposals at the end of March. The consultant will be allowed 60 days to sutrnit a proposal. The consultant will be required to honor the suhuission for 100 calendar days. Mr. Elizondo stated a Cannittee will be formed to evaluate the proposals. The Committee will consist of Housing & Community Development Representative, Director of Human Relations, A coonunity Representative, Planning Department representative, Legal Department representative, and a representative frau Corpus Christi Housing Authority. C HUMAN ONS COMISSICNIIINUPES PACE 2 Mr. Elizondo also stated the data gathered frau the Fair Housing Assessment will be needed for Housing and Urban Development's new regulations that were issued in late 1990. Mr. Elizondo told the Connnission there is sane concern whether we will be able to obtain a consultant that will have experience in Fair Housing Assessments. Most of the studies that have been done were by universities in Texas. Commissioner Halton asked Kelly Elizondo is there a possibility a local University could cb the Fair Housing Assessment in Corpus Christi. Mr. Elizondo responded, they are considering this for review, and will check to see if a local university would want to get involved. Mr. Elizondo stated the Committee will seek City Council authorization on the contract and the Committee will respond to the proposals. The Committee will seek input frau citizens to express their concerns in a public hearing. Mr. Elizondo also stated the proposed presentation for the Fair Housing Assessment will include. (1) A working session with the Human Relations Commission, (2) A public Hearing with Planning 8 Zoning Commission, and approval frau City Council. Mr. Elizondo spoke of his concerns if there would be any participation frau the community, and what kind of information we will receive frau the public. Commissioner Beaty asked what places will receive bid proposals. Mr. Elizondo responded, the bid proposals will be sent out nationally. There will be sane difficulty with the scope of finding a good consultant. He also stated they will be contacting other cities that have completed Fair Housing Assessments. The Cmmittee will be looking for during the process such things as what their role will be, the format expected, what the product will be and liability. Commissioner Mills expressed concern because no Human Relations Commissioner will be serving an the Committee. Mr. Elizondo stated there will be a community representative and he hopes to include the Hunan Relations Commission in the work session and public hearing process. Mr. Elizonrb also stated he would like the Commission to take a look at the Fair Housing Assessment, but not have ownership in the assessment. Commissioner Mills asked why have a representative frau the Corpus Christi Housing Authority on the Committee? The Commissioners voiced their concern on the matter. Cbmnissioner Beaty continued to say a neutral representative needs to serve on the committee since a Human Relations Commissioner will not be serving. This will enable the conmittae to obtain objective information. • `r HUEMN RELATIONS OCM ISSIQJ MINUTES PAGE 3 Mr. Elizordo stated he does not see the Housing Authority as a problem, but he will remove the Housing Authority frau the committee if there is a conflict of interest. Meeting Notification Ommissioner Halton requested each Commissioner to call in to let the Human Relations Office kna✓ if are attending the Human Relations Commission meeting or not. Information Item Commissioner Halton read a letter frau Juan Garza, City Manager, on the Fair Housing Assessment. He stated in the letter he would not reconmerd a steering committee, but the Director of the Human Relations Commission will be on the evaluation team. Ethics Lbmnittee Report - Sarah Guidry Cammissioner Guidry spoke briefly about the Ethics Camnittee Meeting held Wednesday, March 18, at 5:00 p.m. A Resolution was worked on to be included in the new Ordinance on conflict of interest. She said this will govern the role of the Commissioners. A notion was made to accept the Resolution by Commissioner Beaty, seconded by Commissioner Mills. The :intim was passed. Ordinance Oxmnittee Report - Sarah Guidry No report, but Commissioner Guidry reported everything is lined up to work on the Ordinance. Also, the Committee has received Ordinances frau various cities. Martin Luther King Birthday followup - Kate Halton Reported to the Commission as of today she has not received a reply to her request frau Juan Garza, City Manager. NL1Q BUSINESS The training session for the Commission will be held Friday, April 3, 1992 at 9:00 a.m. until 4:30 p.m. in Committee Roan of the City Council. Ms. Helen Gurley will be the trainer. Discussed at the training session will be role of the Camiissioner; Ordinance 20838 and 20839. Sexual Harassment Video will be shown at the Commissioner Training Session. HUMAN RELATINS m34ISSICN MINUTES PACE 4 ibw Commissioner Beaty talked briefly m the conflict of interest of one of the Commissioners. She feels she should be removed from the Camission. Cannissioner Beaty requesed Sandra Longoria Green's conflict of interest be discussed at the next meeting aryl would like this to be put on the agenda for discussion with Camdssioner Green. Commissioner Beaty wants everyone to be aware of this because of possible lawsuits for Camiissioners. ADJOURNMENT There being cn further business, the fleeting was adjourned at 6:00 p.m. Chair Date
