The regular monthly meeting was called to order at 5:00 p.m. by Chair, [ate
Haltom. The roll was taken and a quorum was present to conduct a legally
constituted meeting.
APPROVAL OF THE MINUTES
It was ncwed and seconded the Minutes of April 2, 1992 be approved as read.

Abel Alonzo spoke briefly on Title II of the Americans with Disabilities
Act. He cautioned the word disabilities is preferred, rather than
handicapped.
New Youth Commissioner, Mousumi Shaw, was introduced.
OLD BUSINESS
Report on ADA Conference
The Commissioners spoke briefly on the April 24, at Bayfront Plaza, ADA
Conference. and stated it was well planned and executed.
Training for Commissioners
Commissioner Mccurn stated Commissioner training was very enlightening. The
trainer, Ms. Helen Gurley, gave good information. Also, Commissioner John
Hill, frau Austin, Texas talked about the role commissioners should play.
'Commissioner MCCurn said training is still needed so the Commission will be
finn on what their role should be.

Ccmnissioner Beaty also stated she was pleased with the training and we need
to have more, a mini session quarterly would be good. Commissioner Beaty re-
emphasized Ms. Gruley's and Mr. Hill's points that Comnissioners voice their
opinions to the community.
NM BUSINESS
Town Meeting
Commissioners were told about a Town Meeting to be held May 21, 1992 at 7:30
p.m at Coles Special Dnphases School. The Chair would like each Commissioner
to attend, if possible. It was reported the Chair will speak briefly about
the Human Relations Ca:mission. The new Human Relations brochure will be
distributed.
Council Presentation
Commissioner Beaty reported there is a reed to go before City Council in a
professional manner to let them )(nag the Hunan Relations Commission is
functioning and, if there are ethnic-related problems going on in the
41, community, the Human Relations Commission should be contacted first.
Commissioner Beaty made a motion that a small committee be put on the agenda
to go before City Council next Tuesday or whenever ready. Commissioner Guidry
seconded. The notion passed. The Committee members are Commissioner Haltom,
Chair, Camnissioner Guidry, Vice Chair, and Cartnissioner Beaty, member.
Commissioner Guidry spoke briefly on setting goals as soon as possible. She
would also like Commissioners to lock at two issues which she considers very
important. (1) Is there a problem of Aids discrimination in the community?
(2) Rodney Icing - Los Angles situation - There is a need to contact Corpus
Qiristi Police Department, and Community leaders to see if this has occurred
in the City.
Jacquelyn Harrell spoke to Conmissioners on a possible retreat, after new
appointments are marls in Jure to discuss long-range and short-range goals for
the year. The alternative would be to set aside segments of the regular
meeting for such discourse if a retreat is not financially feasible.

Commissioner Halton stated the next regularly scheduled meeting will be a goal
setting meeting.
Commissioners discussed their terms of office and if they will seek re-
appointment.
Director's Report
Mrs. Harrell announced the U. S. Department of }busing and Urban Development
Annual Policy Conference on Fair Housing will be held in Denver, Colorado, May
27-29. Jacquelyn Harrell spoke briefly to Commissioners on information she
received frau U. S. Housing. and Urban Development. The U. S. Housing and
Urban Development has invited representatives frau the Corpus Christi Human
Relations Commission to attend. The reason for our presence is to be trained
on how to achieve substantial equivalency status.
Mayor's Committee On People with Disabilities Meeting
Jacquelyn Harrell gave a report on the ADA Conference at the Mayor's
Committee for People with Disabilities Meeting. Members were pleased with the

ADA Conference. The Cocmiittrr discussed co-sponsorships of another conference
with the Human Relations Commission in the fall.
