HUMAN RELATIONS COMMISSION MEETING

The regular monthly meeting was called to order at 5:00 p.m. by Chair, Kate
Haltom. The roll call was taken and a quorum was present to conduct a legally
constituted meeting.
CHAIRPERSON'S COMMEiVTS
New Appointments
Commissioner Haltom reported the re-appointment of Sandra Green, Mousunii. Shaw,
and Clyde Bourke.
Absences
Commissioner Haltom reminded the Commissioners absences frau three meetings
will automatically void their appointment as Commissioners according to City
Ordinance.
Commissioner Haltom also stated whenever a Committee meets, a report should be
given at the Board Meeting.
INTRODUCTION AND REMARKS OF INVITED SPEAKERS
Mr. Arnold Gonzalez, LULAC could not attend due to a National Convention of
LULAC in San Antonio. Jacquelyn Harrell stated to the Commissioners Mr.
Gonzalez wanted the Commission to make an analysis of minorities and females
serving on differentc City Boards and Commissions. Jacquelyn Harrell reported
the request for information should be ready by next Board meeting.

Hate Crimes discussion
Commission Haltom talked briefly about Supreme Court definition on Hate
Crimes.
Jacquelyn Harrell distributed a copy of the Supreme Court decision involving
hate crimes, and read the analysis of the decision to the Commissioners. This
analysis was provided by the International Association of Official Human
Rights Agencies.
Graffiti - Policy statement
Commissioner Haltom stated a complaint on graffiti at a convenience store.
Jacquelyn Harrell talked briefly on where the graffiti was found. The manager
told the person complaining this occurs everyday and the restrooms are
painted frequently.
Commissioners discussed this problem. The Commissioners feel they have more
important things to consider and there is no way of solving this problem in
the coiuminity.
"Gang•
Prevention Youth Violence" - Report Kate Haltom
Commissioner Halton talked briefly on her attendance at a seminar on Gang
Prevention/Youth Violence. Commissioner Haltom stated the seminar was poorly
attended, and only flyers were distributed during a City Council Meeting to
promote the seminar. The seminar consisted mainly of teachers from the
surrounding areas.
Commissioner Haltom also stated graffiti and colors are one of best signs
of gang participation.
Commissioner Beaty stated the City needs to have a master list with different
organizations' addresses so the community can be aware of such seminars in the
City.
Planning Session - Budget & Training
Discussion ensued on training funds for the Human Relations Commission.
Commissioner Haltom reminded the Commissioners to get in touch with their
City Council member in their district on the budget.
Jacquelyn Harrell also stated the importance of training for Commissioners
because of substantial equivalency and housing regulations hearings.

Training
Commissioners discussed a time for training and will try Saturday morning late
August.
INFORMATIONAL ITE1S
Jacqeulyn Harrell read some information to the Commissioner on the up coming
celebration of World War II Veteran's Day of 1995 sponsored by the Mayor's
Committee on Veterans Affairs.
The Chair will send Chief Garrett a thank you note from the Commissioners
for housing the Human Relations Commission meeting and touring the Police
Department.
PUBLIC COMMVT
Ron Hudson talked briefly about Saturday, Fourth of July, and recited the
significance of the celebration.
