The regular monthly meeting was called to order at 5:00 p.m. by the chair,
Kate Haltom. The roll call was taken and a quorum was present to conduct a
legally constituted meeting.
APPROVAL OF THE MINUTES
It was moved and seconded that Minutes of September 3, 1992 he approved as
Q read.
CHAIRPERSON'S COMMENTS & INTRODUCTION OF GUESTS
Wanda Smith, a reporter with the Corpus Christi Caller Times
Ron Hudson
New Commissioner, Richard Ieshin, was introduced.
Commissioner Haltom stated Commissioners need to make an appointment to see
Jacquelyn Harrell, and int drop by unexpectedly. There is lots of work to be
done.
OLD BUSINESS
a. Travel Policy - Sarah Guidry - No report
b. Ordinance Committee- Sarah Guidry - No report
Jacquelyn Harrell stated to the Commissioners, Commissioner Guidry had sent
out notice to the Committee Members to send their proposed Ordinance
changes so that they would be reviewed.

c. Mayor's Committee on Disabilities - Grandis Lenken
Commissioner Lenken stated that her nave had been placed cn a mailing list
for meetings. Also Caunissioner lenken reported a Conference for Mayor's
Committee for Disabled Persons will be held October 20, 1992 at the Bay
Club. The cost will be $30.00 for the Workshop and $15.00 for the
luncheon.
Connnissioner Halton reported she would like to attend the all day session
and Commissioner Lenken agreed to attend the luncheon only.
d. Coalition on Aids - Lynda Sutherland
Commissioner Sutherland stated the Coalition on Aids at this point is
moving forward. A report will be coming.
e. Continuation of Training held May 7, 1992 New dates
Jacquelyn Harrell reported Mrs. Helen Gurley is willing to continue the
training. She inquired as to what Saturday would each Commissioner be
available to attend training.
fiN The consensus was for a full day of training to be held from 9:00 a.m. to
3:00 p.m. Saturdays in October and November will be scheduled.
Commissions shall be notified of time and place.
f. Job Corps - Clyde Bourke
Commissioner Bourke introduced Albert Garza, Texas Employment Commission,
Job Corp program.
Mr. Albert Garza spoke on the Job Corps. He provided a video presentation
and distributed information on the Job Corps. Mr. Garza told the
Commission the Job Corps is a Federally funded program. The age group for
the Job Corps enlistees is 16-24 y ars old. After the video presentation
Mr. Garza had a question and answer session.
NOI BUSINESS
a. Media Policy - Sarah Guidry
Commissioner Guidry was absent.
Jacquelyn Harrell stated the proposed media policy draft designates a
spokesperson for the Commission. The spokesperson shall issue a formal
statement after contacting the Chair and Vice Chair for an official
position. The Commissioners decided to wait and discuss this when Vice
Chair, Sarah Guidry is able to make her presentation on the matter.

b. Freedom of Information Conference - Sarah Guidry - No Report
Commissioner Guidry was absent
c. Forum/training - Sexual Harassment, ADA
Jacquelyn Harrell stated Vice Chair, Sarah Guidry, would like to have a
open forum to discuss such things as sexual harassment, ADA, and Aids.
Specific matters discussed would depend on suggestions frau the public.
This would also serve as training for the public.
Camnissioner Halton requested input on drafting a resolution making it
mandatory for Cannissioners to raxive training.
Discussion followed.
Jacquelyn Harrell reported it would be better to put forth a proposal and
whenever someone is interested in being on the Cannission, they should be
made aware of the mandatory training in advance. Therefore, the mandate
would be for future cbnnissioners.
S d. IAC*IRA Conference Planning Meeting
` Jacquelyn Harrell rejnrted she was asked to serve on the 1993 conference
planning committee for the International Association Of Official Human
Rights Agencies (IAOHRA). The meeting was held in St. Louis, Missouri on
September 25 and 26.
e. Demographics Report
The makeup of City Boards and Committees was discussed in response to the
written request for information on race sex, National Origin of appointees.
