Bourke Grandis Lenken Sandra Huhn Staff Present Terry Mills Jacquelyn Harrell Kate Haltom Adell Lucas Rosalie Beaty Rosie Alaniz Bruce Spears The regular monthly meeting was called to order at 5:00 p.m. by the Chair, Rev. Willie Davila. The roll call was taken and a quorum was present to conduct a legally constituted meeting. APPROVAL OF THE MINUTES It was moved and second the Minutes of September 2, 1993 be approved as read. CHAIRPERSON'S OD M ENTS Chairman apologized for his delay due to his absence from the City on family matters were somewhat delayed. Commissioner Davila introduced Pedro Esquivel, District Director, Equal Employment Opportunity Commission, San Antonio, Texas as guest speaker. Mr. Esquivel spoke briefly about the Human Relations Commission worksharing agreement and contract with Equal Employment Opportunity Commission. Also Mr. Esquivel explained safe guard of files and how the Human Relations Commission must maintains records and policies and procedures in order to keep contract with Equal Employment Opportunity Commission. Mr. Esquivel stated the structure of the Human Relations Commission is an autonomous, independent body that should report directly to the head. The Human Relations Commission is controlled by Commissioners who are appointed by the Mayor. Mr. Esquivel also answered a questions after his presentation. When asked if any funds are available for training Commissioners. Mr. Esquivel replied in the negative however, he said there is funds for training staff. The San Antonio District Office and Washington can and do provide training. HUMAN RELATIONS COMMISSION MINUTES PAGE 2 DIRECTOR'S REPORT Jacquelyn Harrell reported the Workshop on Racism has been rescheduled for November 13 & 14, 1993. The workshop will be held at Regional Transit Authority Conference Roan frau 8:00 a.m. to 5:00 p.m. Jacquelyn Harrell talked briefly on the information on intergroup relations Complaints and how other Local Carunissions handle such complaints. OLD BUSINESS Committee Appointments & Committee Responsibilities The Chairman of the Human Relations Commission appointed the following Committees: Ordinance Committee: Sandra Garcia Huhn, Chair and Willie Davila Purpose: To review Ordinances 20838 and 20839. Update and recotanend changes as needed. Complaint Comnnittee: Grandis Lenken, Chair, Sandra Garcia Huhn, and Willie Davila Purpose: Tb serve as a clearing house for complaints on intergroup relations -- decisions on which to present to the full Commission are made. This is not including charges of discrimination based on employment, housing or public accommodations. Fair Housing Committee: Jimmie MOCurn, Chair and Terry Mills Purpose: To assess and implement programs on community needs related to fair housing. Speakers Bureau: Rosalie Beaty, Chair and Paul Joseph Purpose: Tb schedule Commissioners and to appear as spokepersons on behalf of the Commission at organizations, civic groups, schools and colleges to spread the word on goals and objectives for the community. No training seminars will be provided - that is a staff responsibility. Public Relations Committee: Paul Joseph, Chair, Jimmie McGurn Clyde Bourke, and Kate Halton. Purpose: Tb enhance the image of the Human Relations Commission, publicize the goals, work and efforts of the Corpus Christi Human Relations Commission to enhance the Community. Tb sponsor and promote public hearings. HUMAN DATIONS COMMISSION MINUTES PAGE 3 Environmental Committee: Willie Davila, Chair and Clyde Bourke Purpose: To promote and plan programs to inform the public of hazards and remedies related to issues which affect the environment, i.e., water, waste disposal, health issues, air pollution, energy issues. PUBLIC COMMENTS (limited 2 minutes) Ron Hudson made public comments. PUBLIC HEARING Fair Housing Assessment Fela Leal, Kelley Elizondo and Nelda Pena from Community Development Department presented a Draft of the Fair Housing Assessment. Draft copies of the Fair Housing Assessment were given to Commissioners. Ms. Leal stated of primary importance to their Department and City of Corpus Christi "we are committed to furthering Fair housing by promoting and maintaining a non-discriminatory environment in the open housing market". A copy of the presentation is available upon request. ADJOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 7:15 p.m. Chair Date
