Bourke Adell Lucas Ms. Kate Haltom Dr. Tito Guerrero Ms. Brandy Shaw Ms. Valerie Santos `+ The regular monthly meeting was called to order at 5:00 p.m.by the Chair,Rev. Willie Davila. Roll call was taken and a quorum was present to conduct a legally constituted meeting. APPROVAL OF THE MINUTES It was moved, seconded and voted the Minutes of February 3, 1994 be approved as read. It was noted that Terry Mills was marked absent instead of present. The correction has been made. CHAIRPERSON'S COMMENTS Commissioner Davila reported on receiving calls about the bombing of the Jewish Community Center. At this time Commissioner Davila stated that the Commission would not give a statement. Commissioner Davila reported on the polls taken on racism in the United States. The project was funded by the National Conference of Christians and Jews. Copies were mailed to Commissioners. Commissioner Davila reported that Mr. Ron Hudson had contacted him about a letter he received. Mr. Hudson wanted to know whether the letter was his personal views or the Commission. Mr. Hudson's letter will be given to the Complaint Committee. HUMAN RELATIONS COMMISSION PAGE 2 DIRECTOR'S REPORT Jacquelyn Harrell discussed the Human Relations Monthly Report. Jacquelyn Harrell reported on a request from Rev.Davila of the actual revenue the Human Relations Department has received under the Equal Employment Opportunity Commission contract. The following revenue was recorded: (1) 1989-1990 $30,379 (2) 1990-1991 $48,515 (3) 1991-1992 $59,505 (4) 1992-1993 $77,500 (5) 1993-1994 $68,100 (6) 1994-1995 $70,000 estimate Commissioner McCurn questioned how the funds reported as revenue are used from Equal Employment Opportunity Commission. Jacquelyn Harrell stated the funds from Equal Employment ` Opportunity Commission go to the City of Corpus Christi's General Fund. QLD BUSINESS Fair Housing Assessment Discussion-Rabbi Paul Joseph, Ministerial Alliance Rabbi Joseph reported disseminating information to the community may be through the Ministerial Alliance. Rabbi Joseph also stated it is an important educational process having people meet at different churches, synagogues or other places in the community. Commissioner Beaty reported the Fair Housing Assessment was not done correctly and she supports what the Ministerial Alliance could do in education and outreach. She stated we are still in need of testing. Jacquelyn Harrell reported the Commission's request for grant funds from the C.D.B.G. Program would provide funds for testing. Commissioner McCum stated the black churches are not members of the Ministerial Alliance. Therefore, another method is needed as well. Commissioner Joseph stated it would be hard to meet with the Black Minister because there are only `, four (4) full time black Ministers in the area. All others have other employment and are not available when regular ministerial alliance meetings are held. HUMAN RELATIONS COMMISSION MINUTES PAGE 3 Commissioner McCum stated maybe a bulletin or announcement during the Sunday services, or every 5th Sunday when the black ministers meet at different churches, information could be provided there. NEW BUSINESS Committee Reports Ordinance - Commissioner Sandra Huhn Commissioner Huhn reported she has a rough draft of the Ordinance,but needs to include a draft of work on the rules of procedure. Jacquelyn Harrell reported the rules will be provided for inclusion. Fair Housing- Commissioner Jimmie McCum Commissioner McCurn reported the Fair Housing Grant proposal did go out on February 18, 1994 4111, for education and outreach. The proposal was reviewed and was very well written. The response on the Grant Proposal is expected around mid April. Environmental - Commissioner Clyde Bourke No report: There will a public hearing on March 15 for people who live close to refineries. This is being held by the City Council and Mayor of Corpus Christi. PUBLIC COMMENTS-2 Minutes Rabbi Joseph is working on a sample letter to invite people to Commission meetings and solicit their suggestions or other major concerns. If Commissioners have any suggestions or names of groups a generic letter can be sent. Please contact Rabbi Joseph. Rabbi Joseph volunteered to prepare the list of names.
