Jane Couch Chris Jonas Jacquelyn Harrell Adell Lucas The regular monthly meeting was Sled to order at 5:00 p.m. by the Chair, Rev. Willie Davila. Roll call was taken and a quorum was present to conduct a legally constituted meeting. APPROVAL OF THE MINUTES It was moved, seconded and voted the Minutes of May 12, 1994 be approved as read. CHAIR'S COMMENTS The Chair welcomed R Jane Couch, and Chris Jonas, newly appointed Commissioners. Ms. Couch and Mr. Jonas were introduced and gave an overview of their background. The Chair stated his concern about completing the Ordinance and if there were any updates. Jacquelyn Harrell stated copies had been made for each Commissioner to read and see if there are any changes. The Chair asked for a date for a Committee Chair meeting any time in July. Committee Chair Meeting will discuss the Ordinance and other committee business. Committee Chair meeting will be held July 26, 1994 at 12:00 Noon 6th floor Conference room. h HUMAN RELATIONS COMMISSION MINUTES PAGE 2 DIRECTOR'S REPORT Jacquelyn Harrell discussed the Human Relations Monthly Report. Commissioner Beaty asked "as Director you are required to do public relations work outside. How many committees do you serve on? Jacquelyn Harrell stated normally she attends quite a few, but most organizations meet at night such as LULAC, NAACP, and Planned Parenthood." Also, Jacquelyn Harrell said, "her mission cannot be done at her desk." Commissioner Beaty stated the Human Relations Department has increased its revenue since she has been director. The Chair asked if the Human Relations Augmented Budget had been approved. Jacquelyn Harrell stated the Augmented budget has not been approved. The City Manager did include it as one of his 411/ priorities. City Manager also has to look at a list of priorities dealing with state and federal mandates required by law. OLD BUSINESS Ordinance Report- No report NEW BUSINESS Response from Legal Department The Chair reported to the Commissioners on reviewing a complaint from Ron Hudson that required clergy to be on a board. Legal Department reported that there has been an Ordinance draft and is now being reviewed by Community Development department. Commissioner's Trainin¢- set date August 20&21, Saturday and Sunday afternoon 1:00 p.m. to 5:00 p.m. Commissioners'Training. HUMAN RELATIONS COMMISSION MINUTES PAGE 3 International Association Of Official Human Rights Agencies (IAOHRAZ The International Association of Official Human Rights Agencies will hold their 46th Annual Convention, August 7-12, 1994 at the Sheraton Resort in Orlando, Florida. Rev. Davila and Jacquelyn Harrell will be attending. Complaint Process Jacquelyn Harrell stated the following draft will be considered for Ordinance under Hearing by Commission: " The Commission shall promptly refer the complaint to a committee for investigations. The Commission shall make the written findings in regards to the complaint where there is reasonable time and take any action that the Commission deems appropriate." This will accommodate anyone who comes to the Commission with a complaint. This will be included with other information to be submitted to City Council if approved by the Commission. (( The Chair stated what process could be worked out when the Commission received a complaint. 111/ Commissioner Beaty suggested a form could be made with an initiative date the complaint comes in and any updates received on the case. The Chair asked as a Commission, where would a log be kept? Jacquelyn Harrell stated a log book would be keep in a separate file for the Commission in the Human Relations Department. Commissioner Joseph stated one major concern in our community is violence in the lives of our children. Ministerial Alliance of Corpus Christi is trying to encourage a campaign by every church and house of worship in Corpus Christi. The weekend of August 11-13 will be a kind of Sabbath Peace in our school campaign. Watch for the campaign.
