OF THE
HUMAN RELATIONS COMMISSION MEETING
March 2, 1995

The regular monthly meeting was called to order at 5:00 p.m. by the Chair, Rev. Willie Davila. Roll
call was taken and a quorum was present to conduct a legally constituted meeting.
4113, APPROVAL OF THE MINUTES
It was moved, seconded and voted the Minutes of February 2, 1995 be approved.
CHAIR'S COMMENTS
The Chair stated he will get an appointment with Errol Summerlin so a representative from the
Coastal Bend Legal Services will be appointed to the Human Relations Commission..
DIRECTOR'S REPORT
The Director reported several requests for computers have been made for the staff. The City
Manager okayed the request. The Department is now waiting for Municipal Information Services
to order them as soon as possible.
The Director explained to the Commission the importance of staff having computers so they can
keep up with Equal Employment Opportunity Commission in meeting their contract.
The Director reported on the meeting in Hilton Head, North Carolina. Sarah Pratt from Housing and
Urban Development and Joyce Tucker from Equal Employment Opportunity Commission are some
of the speakers. The agenda will consist of mediation in fair housing, new federal laws. The Director
stated he cannot attend, but Henry Gorham will be going.

DIRECTOR'S REPORT (continued)
The Director reported on his trip to Fort Worth to the Human Relations Commission. Mr. Forte'
provided Rev. Davila with a copy of the Ordinance. He stated the Fort Worth Human Relations
Commission is automonus but is still a part of the City. The revenue received from Equal
Employment Opportunity Commission goes directly to the Human Relations department.
The Director reported on the monthly report with a new format. The Director stated the contract
from Equal Employment Opportunity Commission has been approved. The department will close 134
cases for 1995.
The Director also reported that Anna Guzman from Equal Employment Opportunity Commission will
be in Corpus Christi on March 6-7, 1995.
The Director reported he will go before the Planning Commission in April on the Community Block
Grant application that we submitted from the Human Relations Department on outreach education.

Ordinance Committee Meeting
Ordinance Committee will be meeting about the Model Ordinance from the Fort Worth Human
Relations Commission.
NEW BUSINESS
(a) Training Sessions for Commissioners
The Chair stated he would like for the Commissioners to see how the process works in taking
discrimination complaints.
The Director will be getting information together for the Commissioners on Civil Rights
Discrimination.
(b) Mediation Training for Commission
`► The Director reported at this time there is no Mediation training available. The resolution
dispute Center at this time does not have any funding for mediation training.

(c) Model Ordinance - Fort Worth
The Chair stated the Ordinance Committee will be meeting to discuss the Model Ordinance
of the Fort Worth Human Relations Commission.
(d) Museum Issue -MLK
Commissioner McCurn reported on their meeting with representatives from the Corpus
Christi Museum. Ms. Lena Coleman, President, NAACP, and Paul Forte', Jr., Director of
Human Relations also attended the meeting. They welcome ideas on information on Black
culture exhibit. There will be another meeting in May 1995 to work on a Black culture
exhibit.
