Willie Davila. Roll call was taken and a quorum was present to conduct a legally constituted meeting. APPROVAL OF THE MINUTES It was moved, seconded and voted the Minutes of March 2, 1995 be approved. CHAIR'S COMMENTS The Chair stated the Ordinance Committee met Tuesday, April 4, 1995. Commissioner McCum will report to the Commission. The Chair stated the Director, Paul Forte, is out of town for a meeting and Henry Gorham also had to attend a meeting. Bruce Spears will give the Director's Report. DIRECTOR'S REPORT The monthly report was briefly discussed by Bruce Spears. The Chair wanted to know if there is a concern that the Human Relations Department cannot meet the contract with the Equal Employment Opportunity Commission. Bruce Spears stated the Human Relations Department will meet the Contract. The end of fiscal year for Equal Employment Opportunity Commission is September 30, 1995. HUMAN RELATIONS COMMISSION MINUTES PAGE 2 UNFINISHED BUSINESS Housing Report - Jimmie McCurn Commissioner McCum, Chair of Housing Committee, reported on the suggested Ordinance revisions for Chapter 4 -Human Relations The Chair and Vice Chair met Tuesday, April 6, 1995 to make comparison with the Fort Worth Model Ordinance versus Corpus Christi Ordinance. Commissioner McCum reported reviewing Article III under discrimination in fair housing. The Fort Worth Model Ordinance Article BI is to the point, while the Corpus Christi Ordinance is using many words and explanations. The Fort Worth Model Ordinance means the same but fewer words are being used. Commissioner McCum recommended the Commission adopt Article III of the Fort Worth Model Ordinance in place of the Corpus Christi Ordinance Article III. Commissioner McCurn also reported: Section 24-2 Human Relations Commission--- Established; Composition Appointment. Term and Compensation of Members; Filling Vacancies Take out: Three(3) of these twelve(12) members will each serve a term of one year, unstaggered, and shall be not more than twenty(20) years of age at time of appointment. New provision: (a)There is hereby established the"Corpus Christi Human Relations Commission." Said Commission shall consist of twelve(12) members appointed by the Mayor with the approval of the City Council. The members shall be broadly representative of the total community, drawn from various racial, religious, ethnic, or other groups. The Commission shall also have a thirteenth member, the Director of Coastal Bend Legal Services or a designated member of his/her staff. Section 24-3 Organization of Commission. (b)add: The Commission shall keep minutes of its meetings and activities and furnish copies of said minutes to the Mayor, City Council and it's own commissioners within fifteen (15) days of the meeting or activity. HUMAN RELATIONS COMMISSION PAGE 3 Roman Number C - need to omit the autonomy of the Commission ( not in the ordinance) That statement was added when the Ordinance Committee last worked on the ordinance. Housing Report- Jimmie McCum(continued) Added to Section 24 -3 - Organization of Commission C. To ensure responsibilities undertaken by the City of Corpus Christi are fully in compliance with the Housing and Urban Development and any other Departmental limitations. Federal or State workshare agreements. The Chair also added the purpose to adding Section C to practice to enter an agreements with the state and federal government. In entering those agreements there are something we promise to do that are not binding. The Vice Chair also reported that with such an agreement, we must have some autonomy. L The Chair stated an example would be the revenue we received from the agreements would go directly to the Commission. Unless it's spelled out in the Ordinance, the Commission cannot receive the revenue. Section 24-4 Commission Duties. Add Roman Number 8 : To ensure responsibilities undertaken by the City of Corpus Christi are fully in compliance with the Department of Housing and Urban Development, EEOC and any other contractorial agreements. Add Roman Number 9: Consult and concur with the selection,. retention and termination of the Director of Human Relations as enacted by the City's hiring authority. HUMAN RELATIONS COMMISSION MINUTES PAGES 4 te The Chair said that the Commission must approve the recommendations first and copies will be sent to City Attorney, City Manager, and Mayor The Chair stated he will be out of town the week of the regular board Meeting, Thursday, May 4, 1995. A special meeting will be May 11, 1995. The Ordinance will be discussed again with all the Commissioners. NEW BUSINESS (a) Pedro Esquivel's visit The Chair stated that Pedro Esquivel, District Director, San Antonio Equal Employment Opportunity Commission will visit the Human Relations Department. The Commissioners will be notified when Mr. Esquivel will be in town. (b) Coastal Bend Legal Services 41, The Chair stated the Commission is waiting for Errol Summerlin, Director,Coastal Bend Legal Services, to name a replacement for Chris Jonas. (c) Mayor's Committee on Disabilities Commissioner Kate Haltom was named to serve on the Mayor's Committee on Disabilities. The Commissioners discussed briefly the boycotting of products that sponsored the Howard Stern show.
