The special monthly meeting was called to order at 5:00 p.m. by the Chair, Rev. Willie Davila. Roll
call was taken and a quorum was present to conduct a legally constituted meeting.
APPROVAL OF THE MINUTES
It was moved, seconded and voted the Minutes of April 6, 1995 be approved.
CHAIR'S COMMENTS
None
DIRECTOR'S REPORT
The monthly report was briefly discussed by Paul Forte', Jr.
Paul Forte, Jr. reported the Fair Housing Grant for a fair housing coordinator was voted down by
the City Council.
Paul Forte, Jr. reported on his testifying before the U. S. Civil Rights Commission at the Emerald
Beach Holiday Inn, Corpus Christi, Texas.

UNFINISHED BUSINESS
Housing Report - Jimmie McCurn
Commissioner McCum reviewed the suggested Ordinance revisions for Chapter 4 -Human Relations
again for the Commissioners.
Commissioner Haltom made a motion that the recommendations on the suggested Ordinance
Revisions be accepted. The motion was approved.
Commissioner Davila stated the process now is to get an approval from the City Manager, Mayor and
submit the Ordinance to City Council for final approval.
NEW BUSINESS
(a) Discriminatory Practices (Television and Print Media)
Commissioner Davila reported at April 6, 1995 meeting LULAC had request support of their boycott
against the Howard Stem Show. The item was not on the agenda and the Commission could not act
on the request.
Commissioner Davila asked the question, how would a statement from the Human Relations
Commission be handled in regards to supporting LULAC in boycotting the Howard Stern Show.
Commissioner Joseph stated he would like to add a word of caution to the response. There are
different levels of response and different responsibilities in terms of how a response can be made.
Commissioners discussed who should be the one to give the information to the media. After
discussion a motion was made to set up a committee for a press release from the Human Relations
Commission. The motion was seconded and passed.
Paul Forte stated the U. S. Department of Justice has all kinds of material on hate crime and will
request information be sent to the Human Relations department.
(b) Commissioner Training/To be conducted by EEOC
Paul Forte', Jr. stated Pedro Esquivel, District Director for Equal Employment Opportunity
41. Commission, San Antonio, Texas told him his office had the resources to give training to members
of the Commission and anyone else upon request.

(0 Employment Seminar in June 1995/Brad Veloz, Program Analyst, EEOC
Bradley Veloz from the U. S. Equal Employment Opportunity Commission, San Antonio, Texas
talked briefly on having the Human Relations Commission co-sponsor an employment conference.
Mr. Veloz stated the focus on participants would be employers and community groups.
Paul Forte stated the date for the Employment Conference June 27, 28, 29. Mr. Forte reported he
had sent a letter to Gilbert Casellas, Director of U. S. Employment Opportunity Commission,
Washington, D.C. inviting him to be the key note speaker.
