Gurley Ms. Johanna Barnett Adell Lucas The regular monthly meeting was held October 5, 1995 5:00 p.m. in City Council Staff Conference fly Room. The minutes from the Commissioner's meeting on September 9, 1995 were approved as written. The Commissioners discussed the following items: ANNUAL CALENDAR The Commissioners discussed future sites, times and how the meetings would proceed over the next year. It was agreed that the meetings at City Hall would begin at 5:00 p.m, and Community meetings would begin at 6:30 p.m.with a business meeting will be held prior to the public hearing. Dr. Gurley informed the Commissioners that the flyers and news notice would be sent our prior to each meeting. HUMAN RELATIONS COMMISSION DISCUSSION PAGE 2 HOUSING ORDINANCE Commissioner Earl Summerlin reported on the meeting with Mr. Bill Hale. Executive Director of Texas Commission on Human Rights and Commissioners Workshop on Housing Ordinance. Substantially equivalency-Fair Housing He stated that: Bill Hale, Executive Director of the Texas Commission on Human Rights, met with the Commissioners on October 5, 1995 at 1:30 p.m. The purpose of the meeting was to discuss a model ordinance which has been tentatively approved by Department of Housing and Urban Development to become substantially equivalency. It was noted that Fort Worth and Dallas, Texas Ordinance has already been approved for substantially equivalency using this model. Mr. Summerlin further stated, since the Commission has the Mayor and City Manager's support for changing the Housing Ordinance the Commission should move quickly and send the Ordinance to the Council for their review and approval. Rev. Davila said the Human Relations Commission had already approved to adopt the Model Ordinance except for a few changes. He(Davila)further said that the City Manager did not have any problems with the Commissioners becoming autonomous, but he(Garza)has concerns when it comes to the Commissioners telling him who he should hire. He(Davila) also further stated that the City Manager says he wants to hire the person whose going to report to him directly. There will be a workshop later to discuss the language of the ordinance. TRAINING Conflict Management/Mediation Training Dates for the training of the Commissioners on conflict management/mediation training were discussed. The Commissioners will notify the office on the best dates for them to participate in the 20 hours meditation's session. Each session will be on Saturdays. CITY COUNCIL/HUMAN RELATIONS COMMISSION RELATIONS On December 7, 1995 at the regular meeting of the Human Relations Commission Mayor Mary Rhodes will be the quest. \rr HUMAN RELATIONS COMMISSION DISCUSSION PAGE 3 ADMINISTRATOR'S REPORT Dr. Gurley discussed the Department's monthly report for the closing year of the 1995 contract with Equal Employment Opportunity Commission. The Human Relations Department has completed 102 EEOC cases for 1995. These cases were completed toward the 1995 EEOC Contract. Dr. Gurley gave information on the cost for distributing the newsletter. The newsletter will go to community organizations,churches, city departments, City Council and it will be published quarterly. MEETING SPACE Dr. Gurley reported on the various meeting spaces available to the Commission. She stated in some instances the meeting date might need to be changed to accommodate a larger meeting space at City Hall such as first, third or fourth Wednesday. The 6th Floor conference, Committee Room Training `, Room, and open space in the cafeteria are spaces being considered. There being no further business, the meeting was adjourned at 6:30 p.m. Rev.
