Gurley, Ph.D. Henry Gorham Bruce Spears Adell Lucas Adriana Luna The regular monthly meeting was held November 2, 1995, 6:30 p.m. at Zavala Center. 411, The minutes from the Commissioners' meeting October 5, 1995 were approved as written. The Commissioners discussed the following items: Rev. Davila stated that Tito Guerrero called him and resigned as a Commissioner. He asked Helen to confirm whether the Youth Commissioners are being appointed soon. Helen stated that they will be appointed by the Mayor, hopefully, on November 14. Rev. Davila stated that the last meeting would not be considered an official meeting of the Commission based on information he received from the Director about the number of Commissioners present for a quorum. A discussion about what constitutes a quorum followed, with Errol Summerlin asking if the Commission uses Robert's Rules,which states that 50% is quorum. Rev. Davila stated that he asked the staff to look into this issue. Housing Ordinance As discussed at the last meeting, Bill Hale, Director of the Texas Commission of Human Rights has recommended that the Commission proceed with changing the Housing Ordinance. Rev. Davila stated that the Commission has already approved some changes and sent them to legal counsel and asked Errol Summerlin whether he had additional items to report from his meeting with Bill Hale. Errol Summerlin did not. Lard Cemetery Defacing Rev. Davila stated that a private cemetery was vandalized and that he had written a letter to the Mayor relating that on behalf of the Commission, this defacing was viewed as intolerable, and that the Commission would be addressing these kinds of issues of intolerance in the community at the scheduled, community-wide meetings. Rev. Davila asked the Commissioners whether they wanted to include and discuss additional problems in the community, such as gang violence, on the next agenda. Errol Summerlin moved that an overall discussion relating to any issues of intolerance in the community that the Commissioners wish to discuss be included in the next meeting. Kate Haltom seconded and the motion was carried. Rev. Davila then closed on items from his report and asked for questions or concerns, there were none. Rev. Davila asked Kate Haltom for her report on the Mayor's Council on Disabilities. She stated that an ADA workshop is scheduled for March 28, 1996. There is scholarship money available for Del Mar college for each semester. The council made it known that 25%of the population has disabilities and the percentage may be higher in Corpus Christi perhaps due to income, and poor, pre-natal care.
