OF THE
HUMAN RELATIONS COMMISSION MEETING
January 4, 1996

The meeting was called to order at approximately 6:00 p.m. by the Chair, Rev. Willie Davila. Roll call
was taken and a quorum was present to conduct a legally constituted meeting.

It was moved, seconded and voted that the minutes of December 7, 1995 stand approved.
Chairperson's Report
Rev. Davila introduced and welcomed the newly appointed Commissioner,Ms. Anna Mercado,who
replaces Dr. Tito Guerrero on the Human Relations Commission.
Reporting on the town hall meeting at St.Paul United Methodist Church on December 18, 1995, Rev.
Davila stated that the citizens had expressed much frustration, anger and distrust toward the city and
refinery, and that in his opinion, the residents of this area wanted a forum to voice their concerns.
Most of them did not want to relocate out of their present homes. Further,that the proposed buy-out
by the refinery is on hold due to an impending lawsuit. Tom Utter mentioned at the town meeting that
some of the Oak Park area had been found to have underground contamination. Monies from the
Department of Transportation will be utilized in this area to alleviate an existing flooding problem. Dr.
Gurley stated that the City of Corpus Christi will continue to provide all service and upkeep to the area.
Rev. Davila asked the Commissioners' input about Mayor Rhodes' suggestion regarding future
appointments to the Human Relations Commission. At present, Commissioners are appointed by the
Mayor. However, at the December 7th meeting she mentioned that the City Council members may
become more positively involved in the Human Relations Commission's concerns, if the Council itself
ibr made future appointments. Ms. Corina Garcia asked whether the Housing Committee should look into
the pros and cons of such a decision, and the Commission unanimously agreed.

ADMINISTRATOR'S REPORT
Dr. Gurley reported on the number of inquiies taken by the Human Relations Office during the month
of December, as they relate to employment discrimination, housing/public accommodation and other
inquiries.
She also reported that the first taping at KORO studios of a 3-part informative series had aired and that
she had received favorable comments from the community.
The Park and Recreation Children & Youth Commission has voiced concerns about families with
children being discriminated against in housing in the city of Corpus Christi. They asked that someone
attend their January meeting from the Human Relations Commission to discuss this matter.
Dr. Gurley has scheduled several speaking engagements to participate in commencement activities at
two Texas Department of Corrections facilities.
The meeting was adjourned at approximately 7:30 p.m.
