Gurley Nancy Somers Adell Lucas Errol Summerlin The regular monthly meeting was called to order at 5:15 p.m. by the Vice Chair, Leonides Bazar. Roll call was taken and a quorum was present to conduct a legally constituted meeting. APPROVAL OF THE MINUTES It was moved, seconded and voted that the minutes of August 1, 1996 and November 3, 1996 stand approved. UNFINISHED BUSINESS Dr. Gurley reported that the case involving the religion access channel complaint has been cleared. The necessary changes have been made by the TCI on their policies. Mr. Ron Hudson drew Friday night and Sunday afternoon for his program on Channel 18. Dr. Gurley stated she had talked to Gary Sweeney of the Fort Worth Regional HUD Office about our City Ordinance. Mr. Sweeney reported that he only had a few minor changes and now the City Ordinance will go to General Counsel in Washington, D.C. He will be getting back with the Human Relations Department with a response in January. Dr. Gurley reported on the complaints against the Housing Authority of the City of Corpus Christi. Dr. Gurley also said that one complaint has been settled with the Human Relations Commission and HUD Office in Fort Worth. There are several still pending. HUMAN RELATIONS COMMISSION MINUTES PAGE 2 The Housing Authority will be having their regular Board meeting Wednesday, December 11, 1996. The main topic for the meeting will be discussing the gang problems in the housing projects. The Vice Chair suggested that someone from the Commission need to attend to see what will be discuss. The Chair for the Housing Committee will be attending to observe what the issues are and decide if the Commission should get involved. A motion was made for the Human Relations Commission to hold a special meeting of Thursday, December 19, 1996 at 5:00 p.m. The motion was passed and approved. The special meeting will be discussed with the Chairperson to see if there should be a meeting. The Housing Committee Chairperson will report to the Chair to let him know if there is a need to hold a special meeting. NEW BUSINESS Environmental Issues effectine Minority Communities- Professor Mary Thorpe, Del Mar College Professor Mary Thorpe reported on a Workshop she attending in Mississippi for the Environmental Protected Agency and the Program of the Gulf of Mexico. The purpose of the workshop was to motivate the historically Black Colleges, Universities and Minority Institutions to work toward environment awareness. Professor Thorpe passed out information on suggestion for environmental awareness. (information is attached to minutes) Some of the Commissioners wanted to know what role does the Human Relations Commission plays regarding environmental issues. Professor Mary Thorpe said that Rev. Davila was concern about recently deep injections wells around the sanitation land fill. Dr. Gurley stated that the Human Relations Commission for the City of Minneapolis has a program that deals with environmental issues. Rev. Davila was interest to see if this Commission could get involved. Judge Hunter had talked to Rev. Davila to ask him if he knew of a group that would develop a program to educate the community on environmental issues. 7 41/ HUMAN RELATIONS COMMISSION MINUTES PAGE 3 Administrator's Monthly Report Dr. Gurley discussed the number of inquiries for the month of December, as they relate to employment discrimination and housing/public accommodation. Dr. Gurley discussed the downward modification of our contract 95-96. Dr. Gurley told the Commission that working with 50% staff, we were able to meet our contact of 110 cases and 213 intakes. The Human Relations Department completed 113 cases and 228 intakes. The Equal Employment Opportunity Commission was pleased with the department because of working with only 50%staff. The Human Relations was able to renegotiate our contract back to the level of 134 cases and 300 intakes for Contract 96-97. The meeting adjourned at approximately 6:15 p.m. Mr. Leonides G.
