CALL TO ORDER Chairperson Gamboa called the meeting to order at 5:04 p.m. A. ROLL CALL Present Commissioners: Ramiro Gamboa Mickey Kramer Corey Elizondo Edna Arredondo Almira Flores Faith Meza Alice Aparicio-Bussey Elias Valverde Kyle James Toni Davis Pastor Derrick Reaves Present Staff: Sylvia Wilson (Human Relations) Christina Aparicio (Human Relations) Absent Commissioners: Kathleen Cooper Carlos Aguinaga Joel Mumphord Jaimee Contreras 2. INTRODUCTION OF NEW COMMISSIONERS MOTION Mrs. Wilson introduced the Commission's new legal advisor Rosemary Stewart. Alice Aparicio-Bussey has been a realtor for over 18 years and is currently working for Keller Williams. Kyle James is going to be a senior this coming school year at Ray High School and is ready to take on college season. 3. REQUESTS FOR EXCUSED ABSENCES Kathleen Cooper, Carlos Aguinaga, Joel Mumphord, Jaimee Contreras for the 8/3/13 regular monthly meeting. Motion — Mickey Kramer Second —Elias Valverde Motion Pass 4. APPROVAL OF REGULAR MEETING MINUTES OF 7111113 MOTION Motion — Mickey Kramer Second —Core Elizondo Motion Pass 5. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) Corey Elizondo discussed ADA issues on Sunnybrook Street. Mr. Elizondo showed photos of his concerns. Mrs. Wilson suggested Mr. Elizondo present to the Committee for Persons with Disabilities and meet with the Patsy Garcia, Human Relations Division ADA Compliance Officer. Mr. Gamboa requested Mr. Elizondo give a presentation during the Commissions next month's regular monthly meeting. 6. PRESENTATIONS None Page 1 of 6 7. CHAIRPERSON'S REPORT a. 2nd Annual Retreat with CFPWD and RCAT Update Ms. Wilson mentioned that due to the resignation of the CFPWD Chairperson Mr. Bates the CFPWD now has a vacancy to fill. Ms. Wilson also stated the Chairperson of the CFPWD was not interested in taking part of the retreat, however the request for participation will be asked to the new Chairperson. She also mentioned she hadn't heard any information regarding the retreat from the RCAT Chairperson, Abel Alonzo. After further discussion Chairperson Gamboa stated he would like to move forward with the retreat with or without the other entities, he feels it would still be a great opportunity for the Human Relations Commissioners to attend and benefit from. Mr. Gamboa stated the retreat will take place either the 3rd or 4th Saturday of September. 8. SUBCOMMITTEE REPORTS a. Housing Subcommittee— Update on Current Housing Trends Ms. Alice-Bussey reviewed and discussed the handouts that were distributed to the Commissioners regarding the growth in housing. (Copies of the handouts are attached at the end of the minutes) b. Committee for Persons with Disabilities—713113 Meeting Update Ms. Wilson gave a brief update. c. Education Subcommittee— Update by Kathleen Cooper Operation Safe Return event update provided by Commissioner Kramer and Youth Commissioner Elizondo. Mr. Kramer stated the event was a great success and mentioned how the Human Relations booth ran out of giveaways before the end of the event causing the Commissioners to shut down the booth. Mr. Elizondo mentioned various commissioners attended the event in support. d. Disparity Subcommittee— Nothing to Report e. Goals Subcommittee— Update on 2nd Annual Retreat Mr. Gamboa update was previously given under Chairpersons Report. f. 50th Anniversary Subcommittee— Update Mr. Gamboa and Mrs. Wilson stated the original subcommittee members came up with some very well ideas, unfortunate due to conflicts of interest in order to carry out ideas such as a half day symposium or banquet the commission would have to obtain funding from sponsors. Ms. Wilson stated planning and coordination of the event would have to come from an outside entity not associated with the City. Extensive discussion followed by various Commissioners and staff members, Mr. Gamboa stated the title of the event would be "50 Years of Equality". 9. HUMAN RELATIONS ADMINISTRATOR'S REPORT Mrs. Wilson provided the July 2013 Monthly Performance Report with highlights of Division activity. (A copy of the Handout is attached at the end of the minutes) Page 2 of 6 10.
