Due to risks associated with the COVID-19 pandemic, members were allowed to either attend the
meeting via ZOOM or attend in person. Some members, alternates and guests attended via ZOOM
CALL TO ORDER
1. Mayor Patrick Rios, CBCOG Chairman, called the meeting to order at 2:00 PM.
John Buckner called the roll and there were 8 of 11 counties represented and 18 votes in
attendance. [either in person or by Zoom as noted above].
2. APPROVAL OF MINUTES OF THE JUNE 25, 2021 MEETING
It was noted that Mayor Virginia Garza, Mayor of the City of Odem was listed as a Guest while

she is actually the designated representative for the City of Odem. A motion was made by Mayor
Ehmann,seconded by Mr.Mike Willow to amend the Minutes to show Mayor Garza as a Member
Representative for the City of Odem and not a guest. With this amendment, the Minutes of the
June 25, 2021 were approved by unanimous vote.
3. TREASURER'S REPORT
CBCOG Treasurer Tom Tagliabue was not present so John Buckner gave this report. He read a
report prepared by Mr. Tagliabue outlining program operating and pass-through funding during
the month of June 2021. The report noted the very minor interest that was being paid by TexPool
on CBCOG deposits. Also, 2 local governments had not paid their 2021 annual dues.
Commissioner Margie Gonzalez moved for the adoption of the report and her motion was
seconded by Councilman Mary Ann Pahmiyer. The Treasurer's Report was approved by
unanimous vote of the members present at the end of the meeting.
4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS
A CHAIRMAN'S REPORT
Confirmation of Committee Appointments
TO THE SOLID WASTE ADVISORY COMMITTEE:
Ms. Laura Sawicki, Code Enforcement Officer, City of Ingleside
Ms. Stephanie Campbell, Code Enforcement Office, City of Ingleside
Mr. Ocker moved to confirm these appointments and his motion was seconded by Mr. Willow.
The appointments were confirmed by unanimous vote.
B. COMPREHENSIVE ECONOMIC DEVELOPMENT COMMITTEE REPORT
Ms. Emily Martinez, Director of Regional Economic Development presented this report.
RESOLUTION NO. 3084
A RESOLUTION APPROVING CHANGES TO THE CBCOG'S 2019 COMPREHENSIVE
ECONOMIC DEVELOPMENT STATRAGY AND AUTHORIZING THAT IT BE
SUMITTED TO THE U.S. DEPARTMENT OF COMMERCE, ECONOMIC
DEVELOPMENT ADMINISTRATION (EDA) TO MEET THE REQUIREMENTS OF
BEING AN ECONOMIC DEVELOPMENT DISTRICT(EDD)FOR THE COASTAL BEND
REGION.
Ms. Martinez reviewed program activities and explained that this resolution would
authorize continued efforts in this region as the designated Economic Development
District for the next five years. She recognized that the CBCOG's Comprehensive

Economic Development Strategy(CEDS)committee assesses regional needs and
provides guidance in the development of strategies and an action plan to resolve
recognized issues. A copy of the latest CEDS document was distributed to the
members present at the meeting. She also mentioned that a method of distribution
was being developed go pass funds on to eligible local government from a major EDA
grant allocation related to Hurricane Harvey's impact on the region. Ms. Martinez
added that CBCOG staff was available to visit any local government that would like a
a more detailed presentation regarding the CEDS document.
Commissioner Gonzalez moved for the adoption of Resolution No. 3084. Her motion
was seconded by Judge Mills. This motion was passed by unanimous vote of the
members present.
5. ANNOUNCEMENTS AND NON-ACTION ITEMS
Ms. Mary Abuso, CBCOG Director of Disaster Recovery reported on several completed and
ongoing projects.A system of broad band service is being investigated for the region,particularly
in the rural areas where internet service is very limited and/or nonexistent.
Ms. Viola Montreal, CBCOG Director of the Area Agency on Aging and Aging and Disability
Services reported that Corpus Christi has been designated a Dementia Friendly City and the Area
Agency was going to work with law enforcement in the region as to how best to deal with these
sensitive issue. Also,COVID vaccination opportunities were limited especially in the rural areas
of the region and staff was working with potential providers to assist in addressing that issue.
