Thomas *Viola Monrreal *Shelby Simms *Veronica Toomey *Luci Rios *Mary Afuso *Frank Garcia Due to risks associated with the COVID-19 pandemic, members were allowed to either attend the meeting via ZOOM or attend in person. Some members, alternates and guests attended via ZOOM *via Video/sound conferencing-not at CBCOG office conference room CALL TO ORDER 1. Mayor Patrick Rios, CBCOG Chairman, called the meeting to order at 2:05 PM. John Buckner called the roll and there were 7 of 11 counties represented [either in person or by Zoom as noted above]. APPROVAL OF MINUTES OF THE JANUARY 29, 2021 MEETING A motion was made by Mr. Tagliabue, seconded by Councilman Molina to approve the January 29, 2021 meeting minutes. The Minutes were approved by unanimous vote. 3. TREASURER'S REPORT CBCOG Treasurer Tom Tagliabue presented this report. He reported on cash receipts and expenditures for the months of January, February and March 2021. Judge Huff moved for the adoption of the report and his motion was seconded by Mr. Ocker. The Treasurer's Report was approved by unanimous vote of the members present. He noted dues statements for membership for calendar year 2021were sent out on January 7 and two remained unpaid as of April 30, 2021. He thanked the membership for the great response. 4. ITEMS REQUIRING ACTION BY THE COUNCIL OF GOVERNMENTS A. CHAIRMAN'S REPORT I. Confirmation of Committee Appointments TO THE COUNCIL ON AGING: Ms. Frances Mir with Mir Senior Care Management, Inc. in Nueces County Mr. Tagliabue moved to confirm this appointment and is motion was seconded by Councilman Molina. This appointment was confirmed by unanimous vote. 2. A presentation regarding a recommended change in the Coastal Bend Council of Governments' Logo. Mr.Tagliabue noted the CBCOG has used the same logo for the past 50 years or so and perhaps an upgrade was in order. He contacted a Professor Alexandria Canchola at Texas A & M Corpus Christi who had a class of 12 students and they were working on the subject of corporate identity. The students were assigned the task of coming up with a unique logo for the CBCOG. Of the drafts presented, one proposed logo by Jacob Sazon was selected by a committee consisting of himself,the CBCOG Chairman Mayor Rios and a number of CBCOG staff At the April 30 meeting, Mr. Sazon explained his concept of the CBCOG logo and the region. Ile was awarded a check in the amount of$250 for his efforts. All of the students received gift certificates for use at Whataburgcr. B. HOMELAND SECURITY COMMITTEE REPORT This report was presented by R. J. Thomas on behalf of the Committee. Minutes Page 3 April 30, 2021 RESOLUTION NO. 3071 A RESOLUTION ALLOCATING FY 2021 STATE HOMELAND SECURITY GRANT FUNDING IN THE COASTAL BEND REGION. Mr. Thomas explained the categories of funding and the advisory committee's recommendation as to the funding allocation. A motion was made by Mayor JoAnn Ehmann to adopt this resolution and her motion was seconded by Commissioner Margie Gonzalez. This resolution was adopted by unanimous vote. C. PUBLIC PROTECTION COMMITEE REPORT Ms. Pat Eldridge, Chairman of the Public Protection Committee and an employee of the Corpus Christi Police Department,presented this report. I. RESOLUTION NO. 3072 A RESOLUTION REVIEWING AND COMMENTING FAVORBLY ON APPLICATIONS FOR THE CRIMINAL JUSTICE PROGRAM,FY 2021 SOLICITATION TO THE OFFICE OF THEGOVERNOR, PUBLIC SAFETY OFFICE, CRIMINAL JUSTICE DIVISION(CJD). Judge Huff moved for the adoption of Resolution No. 3072. Councilman Molina seconded this motion. Resolution No. 3072 was adopted by unanimous vote of the members present. 2. RESOLUTION NO. 3073 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICA TIONS FOR THE JUVENILE JUSTICE GRANT PROGRAM SOLICITATION TO THE OFFICE OF THE GOVERNOR, PUBLIC SAFETY OFFICE, CRIMINAL JUSTICE DIVISION (CJD). Judge Mills moved for the adoption of Resolution No. 3073 and his motion was seconded by Commissioner Gillespie. Resolution No. 3073 was adopted by unanimous vote. 3. RESOLUTION NO. 3074 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE TRUANCY PREVENTION GRANT PROGRAM SOLICITATION TO THE OFFICE OF THE GOVERNOR, PUBLIC SAFETY OFFICE, CRIMINAL JUSTICE (CJD). Commissioner Gillespie moved for the adoption of Resolution No. 3074. Judge Krebs seconded the motion. Resolution No.3074 was adopted by unanimous vote. 4. RESOLUTION NO. 3075 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE VIOLENCE AGAINST WOMEN JUSTICE AND TRAINING PROGRAM SOLICITATION TO THE OFFICE OF THE GOVERNOR, PUBLIC SAFETY OFFICE, CRIMINAL JUSTICE DIVISION (CJD). Minutes Page 4 April 30, 2021 Judge Krebs moved for the adoption of Resolution No. 3075. His motion was seconded by Judge Barbara Canales. Resolution No. 3075 was adopted by unanimous vote. 5. RESOLUTION NO. 3076 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE GENERAL VICTIMS—DIRECT SERVICES PROGRAMS SOLITICATION TO THE OFFICE OF THE GOVERNOR, PUBLIC SAFETY OFFICE, CRIMINAL JUSTICE DIVISION (CJD). Commissioner Gillespie moved, seconded by Judge Krebs to adopt Resolution No. 3076. Resolution No. 3076 was adopted by unanimous vote of the members present. 6. RESOLUTION NO. 3077 A RESOLUTION REVIEWING AND COMMENTING FAVORABLY ON APPLICATIONS FOR THE RESIDENTIAL AND COMMUNITY-BASED SERVICES FOR VICTIMS OF THE COMMERCIAL SEXUAL EXPLOITATION SOLITICATION TO THE OFFICE OF THE GOVERNOR, PUBLIC SAFETY OFFICE, CRIMINAL JUSTICE DIVISION (CJD). Commissioner Gillespie moved for the adoption of Resolution No. 3077. His motion was seconded by Commissioner Margie Gonzalez. Resolution No. 3077 was adopted by unanimous vote. 5. ANNOUNCEMENTS AND NON-ACTION ITEMS Mary Afuso, Regional Disaster Recovery Manager for the CBCOG presented information on applications for funding and projects currently or soon to be underway.in the region. She also introduced a copy an initial newsletter that would in the future cover projects and activities that impact this region. ADJOURN There being no further business, the meeting adjourned at 2:35 PM. Duly adopted at a meeting of the Coastal Bend Council of Governments this 25th day of June 2021.
