The mission of the Business & Job Development (Type A) and B Corporations is to
promote and enhance the City of Corpus Christi's economic base by supporting
projects and programs that create primary jobs, improve small business and affordable
housing opportunities, and improve infrastructure in our City.
A. President Scott Harris to call the meeting to order.
President Scott Harris called the meeting to order at 3:19 p.m.
B. Call Roll and Excuse Absences:
City Secretary Rebecca Huerta called the roll and verified that a quorum of the Board
was present to conduct the meeting.
NOTE: Board Members Diana Summers and Lee Trujillo participated by video
conference.
Present: 7 - President Scott Harris, Board Member Leah Pagan Olivarri, Secretary Diana Summers,
Vice -President Robert Tamez, Board Member Lee Trujillo, Board Member John Valls and
Board Member Alan Wilson
C. PUBLIC COMMENT
President Harris referred to Public Comment.
Mr Goldston, 13721 Tajamar, spoke in favor of the Marina improvements.
D. MINUTES
1. 21-0569 Approval of the Minutes of the Type A Board April 19, 2021 Regular Meeting
Minutes
President Harris referred to item 1. Mr. Valls made a motion to approve the minutes as
presented, seconded by Mr. Wilson, and passed unanimously.

E. FINANCIAL REPORT:
2. 21-0852 Type A Financial Reports as of May 31, 2021
President Harris referred to Item 2. Director of Finance Heather Hurlbert presented the
financial reports as of May 31, 2021.
F. CLOSED SESSION ITEMS: None
G. AGENDA ITEMS:
3. 21-0830 Motion to approve the Corpus Christi Business and Job Development Corporation's
Fiscal Year 2021 - 2022 operating budget for the Seawall Fund, the Seawall Debt
Service Fund, the Arena Facility Fund, the Arena Debt Service Fund, and the
Business/Job Development Fund.
President Harris referred to Item 3. Director of Management & Budget Eddie Houlihan
said the purpose of this item is to approve the Fiscal Year 2021-2022 Operating Budget.
Mr. Houlihan present the following budget items: Seawall budgeted revenues and
proposed expenses; Seawall proposed Capital Improvement Projects (CIP); Seawall
budget overview; Arena Facility budgeted revenues, proposed expenses and debt
services; transfers to the Visitors Facilities and the Business & Job Development
budgeted revenues, proposed expenses and a budget overview.
Board Members, City Manager Peter Zanoni and Mr. Houlihan discussed the following
topics: whether money needs to be kept in the debt service -principal and interest fund;
Seawall revenue stop in 2026 and other funding opportunities will be used for the
Seawall; how the $3.1 million will be used for the New People Boardwalk Feasibility.
Mr. Trujillo made a motion approving item 3, seconded by Mr. Wilson and passed
unanimously.
H. PRESENTATION ITEMS:
4. 21-0541 Corpus Christi Regional Economic Development Corporation (CCREDC)
Quarterly Update (Q2 and Q3 FY 2021)
President Harris referred to Item 4. Chief Operating Officer of the Corpus Christi
Regional Economic Development Corporation Mike Culbertson presented the Economic
Development quarterly report.
Mr. Culbertson presented updates on the following programs: : Del Mar College Process
Technology II; International Consulting Engineer (ICS); Texas A&M University Industrial
and Civil Engineering; Lift Fund Interest Buy -Down Program; Service Corps of Retired

Executives (SCORE); Del Mar College Intern;
Texas A&M University Intern; Del Mar College Procurement Technical Assistance Center

5. 21-0786 Engineering Services Quarterly Project Update
President Harris referred to Item 5. Director of Engineering Services Jeffrey Edmonds
presented the Engineering Services monthly updates
Mr. Edmonds presented an update on the following projects: restoration of Sea District
Water Features; Seawall Capital repairs; McGee Beach Breakwater and Marina
Dredging; Salt Flats Levee improvements; Art Center repairs and improvements; Art
museum repairs and improvements; Marina piers A, B, C, D & L replacement &
dredging; restoration of Water Gardens and Marina Facilities and Boardwalk.
I. EXECUTIVE DIRECTOR COMMENTS:
President Harris referred to the Executive Director comments. City Manager Peter
Zanoni had no comments.
Board Members mentioned American Bank Center General Manager Matt Blasy will be
leaving Corpus Christi for a new position in Florida and wanted to thank him for his
service to our city and wish him well in his new endeavors.
J. ADJOURNMENT
There being no further business, President Harris adjourned the meeting at 4:23 p.m.
