CALL TO ORDER Chairperson Laura Commons called the meeting to order at 5:15 p.m. 2. ROLL CALL Present Commissioners: Present Staff: Absent Staff: Lisa Aguilar (Legal Advisor) Absent Commissioners: April Bassett, Maria Rodriguez, June Martinez, Dr. Roy Stock, and Richard Balli A. Requests and Approvals for Excused Absences – Richard Balli (medical appointment) and April Basset (relative in hospital) Motion – A. Leeton Second – J. Coleman Motion Passed 3. Approval of Regular Meeting Minutes 12.05.19 Motion – Dr. Benibo Second – Angel Cruz Motion Passed 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) Tina Butler – Resident at 1450 Cambridge Dr., 78415 – Ms. Butler spoke about the housing issue and the EEOC complaint process at the State and Federal levels. Ms. Butler personally tried to submit an EEOC complaint since the closure of the local office. 180 days to file with a state court and 300 days to file with a federal court. During the online process, if no selection of date of conference call or meeting is selected, you could not submit the EEOC complaint. According to office did not have an appointment open until March or April of 2020 and would surpass the 180 days and 300 days of filing the EEOC complaint. Also, Ms. Butler explained the importance of finding a place for the homeless. PRESENTATIONS: A. Blanca Fradera (2020 U.S. Census Bureau) – Ms. Fradera spoke about the importance of the U.S. Census Bureau which is by conducted every 10 years by law (Article I Section II of the U.S. Constitution). Ms. Fradera oversees 12 counties of the Coastal Bend area. The Decennial Census is data that is derived to guide the geographic distribution of funds. The equitable distribution of funds to a state depends on the accurate measurement of its population count and characteristics. Ms. Fradera mentioned it is hard to count the homeless and children under the age of 5. 6. SUBCOMMITTEE REPORTS A. Housing Subcommittee – Nora Mireles reported on the occupancy average for December 2019 was 90%. (Copies of the reports are attached to the Minutes.) B. Committee for Persons with Disabilities – No Report. C. Education Subcommittee – No report. 7. HUMAN RELATIONS ADMINISTRATOR’S REPORT A. Performance Report – Sylvia Wilson reported on the December 2019 office work activity and the division changes; 46 EEOC inquiry calls (see attachment). 8. CHAIRPERSON’S REPORT A. Round Table Information – Mr. Aguinaga has forwarded the open records request to the Commissioners regarding CCISD’s Pre-K program. Follow-up in March 2020 to the CCISD Pre-K program. 9. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA • Continue to track the number of EEOC calls • Discuss formal resolution to present to Mayor, City Council, and City Manager regarding EEOC inquires • Education subcommittee • Vacancies 10.
