CALL TO ORDER Chairperson Laura Commons called the meeting to order at 5:10 p.m. 2. Approval of Regular Meeting Minutes 1.9.20 Motion – Leeton Second – A. Bassett Motion Passed 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) NONE 5. PRESENTATIONS: A. Arlene Medrano (Dockless Vehicles Program) – Ms. Medrano stated the City approved the dockless vehicles in January 2020. January to June 2019, market approved, but wanted a full calendar year to see the behavior, so they auto renewed for a year. Ms. Medrano spoke about the pricing of the dockless vehicles. It costs $1 to rent, $0.32 an hour. A rider signs user agreement in the app. The app recommends wearing a helmet and 1 rider per vehicle. Ms. Medrano also spoke about right-of-way issues and license agreement. Education materials for the app was provided. Ms. Medrano stated there are two current dockless vehicle operators: Blue Duck (started in October 2018) and Lime (started December 2018). Ms. Medrano stated there is an average of 372 rental scooters used in a day by both operators. Housing Subcommittee – No Report. reports are attached to the Minutes.) B. Committee for Persons with Disabilities – Mr. Balli reported on the ADA citation count for the month of January 2020: 53; 2019 there was a total of 217 citations issued. Blocking the architectural improvement (not allowing loading and unloading of a vehicle) results to an approximate $500-750 fine. C. Education Subcommittee – No report. 7. HUMAN RELATIONS ADMINISTRATOR’S REPORT A. Performance Report – Barton Bailey reported on the January 2020 office work activity (see attachment). 8. CHAIRPERSON’S REPORT A. Round Table Information – Lisa Aguilar stated in order to present a commission resolution regarding EEOC, the commission would need to create, craft, and present to the resolution for approval. Once approved by the commission, the Administrator will provide to City Council. The Commissioners requested information and contents on the EEOC training conducted by the City’s Learning Institute. B. The Commission members spoke about the EEOC resolutions. Barton Bailey will draft documentation, Angel Cruz requested a subcommittee (special session), and Dr. Benibo requested for people to submit items electronically. Barton Bailey will start an e-mail communication thread to begin subcommittee by email (Commons – chair of subcommittee, Benibo, Bassett, and Cruz). Motion – A. Cruz Second – J.
