The mission of the Business & Job Development (Type A) and B Corporations is to promote and enhance the City of Corpus Christi's economic base by supporting projects and programs that create primary jobs, improve small business and affordable housing opportunities, and improve infrastructure in our City. A. President Scott Harris to call the meeting to order. President Scott Harris called the meeting to order at 1:33 p.m. B. Call Roll City Secretary Rebecca Huerta called the roll and verified that a quorum of the Board was present to conduct the meeting. Board Members Diana Summers arrived at 1:44 p.m. Present: 6 - President Scott Harris, Board Member Leah Pagan Olivarri, Secretary Diana Summers, Board Member Lee Trujillo, Board Member John Valls and Board Member Alan Wilson Absent: 1 - Vice -President Robert Tamez C. PUBLIC COMMENT: President Harris referred to Public Comment. There were no comments from the public. D. MINUTES / EXCUSE ABSENCES 1. 21-1012 Approval of the Minutes of the Type A Board July 19, 2021 Regular Meeting Minutes. President Harris referred to item 1. Mr. Valls made a motion to approve the minutes as presented, seconded by Mr. Wilson, and passed unanimously. E. FINANCIAL REPORT: City of Corpus Christi Page 1 Printed on 9/10/2021 Corpus Christi Business and Job Development Corporation - Type A Meeting Minutes August 16, 2021 2. 21-0936 Type A Financial Reports as of June 30, 2021 President Harris referred to Item 2. Director of Finance Heather Hurlbert presented the financial reports as of June 30, 2021. Boards Members, Ms. Hurlbert and Assistant City Attorney Aimee Alcorn -Reed discussed the following topics: whether the bonds can be paid off early; and a status on the LiftFund program. F. CLOSED SESSION ITEMS: None G. AGENDA ITEMS: 3. 21-0902 Resolution authorizing enrollment in the Texas CLASS & Texas CLASS Government Investment Pools. President Harris referred to item 3. Director of Finance Heather Hurlbert said this item is to approve a resolution authorizing the enrollment in the Texas CLASS & Texas CLASS Government Investment Pools. The item was presented last month at the Type B meeting, but was inadvertently left off of the Type A agenda. Mr. Valls made a motion approving items 3 and Item 4, seconded by Mr. Wilson and passed unanimously. 4. 21-0903 Resolution amending and reaffirming the Corpus Christi Business and Job Development Corporation's Investment Policy and Investment Strategy for the Fiscal Year 2021-2022. Refer to item 3 for the approval of item 4. 5. 21-1029 Motion approving a small business incentive agreement with the Del Mar College in the amount of $150,000 for the Small Business Development Center. President Harris referred to Item 5. Chief Operating Officer of the Corpus Christi Regional Economic Development Corporation Mike Culbertson said the purpose of this item is to approve a small business incentive agreement with Del Mar College in the amount of $150,000 for the Small Business Development Center. The grant would be for one year and would fund additional counselors for the Small Business Development Center. Board Members and Mr. Culbertson discussed the following topics: could the agreement could be an automatic renewal; and whether the State will pick up the funding. Mr. Valls made a motion approving item 5, seconded by Mr. Trujillo and passed unanimously. 6. 21-1014 Motion to approve one-year renewal for six small business assistance agreements with LiftFund, Inc., Service Corps of Retired Executives, Texas A&M University - City of Corpus Christi Page 2 Printed on 9/10/2021 Corpus Christi Business and Job Development Corporation - Type A Meeting Minutes August 16, 2021 Corpus Christi, Del Mar College in a total amount not to exceed $551,800. President Harris referred to Item 6. Chief Operating Officer of the Corpus Christi Regional Economic Development Corporation Mike Culbertson said the purpose of this item is to approve a one-year renewal for six small business assistance agreements with LiftFund, Service Corps of Retires Executives (SCORE), Texas A&M University Corpus Christi, and Del Mar College in an amount not to exceed $551,800. Mr. Trujillo made a motion approving item 6, seconded by Mr. Valls and passed unanimously. H. PRESENTATION ITEMS: None I. EXECUTIVE DIRECTOR COMMENTS: President Harris referred to the Executive Director comments. City Manager Peter Zanoni had no comments. President Harris asked why the Future Agenda Item section had been removed from the agenda. City Secretary Rebecca Huerta explained the reason for the removal and the procedures for adding items to the agenda. J.
