The mission of the Business & Job Development (Type A) and B Corporations is to
promote and enhance the City of Corpus Christi's economic base by supporting
projects and programs that create primary jobs, improve small business and affordable
housing opportunities, and improve infrastructure in our City.
A. President Scott Harris to call the meeting to order.
President Scott Harris called the meeting to order at 1:33 p.m.
B. CaII Roll:
City Secretary Rebecca Huerta called the roll and verified that a quorum of the Board
was present to conduct the meeting.
Present: 6 - President Scott Harris, Board Member Leah Pagan Olivarri, Secretary Diana Summers,
Vice -President Robert Tamez, Board Member Lee Trujillo and Board Member Alan
Wilson
Absent: 1 - Board Member John Valls

President Harris referred to Public Comment. There were no comments from the public.

1. 21-1191 Motion amending the FY 2021-22 Type A Budget, previously approved by the Board,
to reallocate $701,800 from seven small business agreements to Whataburger Field
upgrades.
President Harris referred to Item 1. Senior Management Analyst Randy Almaguer said
the purposed item would amend the previously approved FY 2021-22 Type A Budget.
This amendment would cancel seven Small Business Assistance Program contracts for a
total amount of $701,800 and reallocate the budgeted funds to Whataburger Field for
modifications required by Major League Baseball (MLB).
There were no questions from the board.
Mr. Tamez made a motion to approve item 1, seconded by Mr. Wilson, and passed
unanimously.
H. PRESENTATION ITEMS:
2. 21-1204 Whataburger Field Capital Improvements Presentation.
President Harris referred to item 2. Assistant City Manager Neiman Young stated a shift
in management at Major League Baseball (MLB) created new standards for minor
league baseball facilities. The MLB created a tiered grade scale that requires facilities to
achieve specific scores over a 3 -year term. Whataburger Field has met some of the
base measurements of the new grading scale; however, more investment is needed to
bring the Corpus Christi Hooks into compliance. Staff is requesting the Type A Board to
approve funding not to exceed $1,076,000.00 for improvements to Whataburger Field
and recommends shifting the Small Business Projects contracts totaling $701,800.00
from Type A budget to Type B budget for funding. Once the FY21 Small Business
Projects contracts close out, staff anticipates another $200,000 to $250,000 to be
available for the project.
Corpus Christi Hooks General Manager Brady Ballard presented the following: City
Capex Summary; facility standards grading rubic; and compliance requirements which
include: home club facilities, visiting club facilities, female staff facilities and playing field
lighting.
Board Members and Mr. Ballard discussed the following topics: how the scoring is
measured and when the MLB will complete the inspections.

President Harris referred to the Executive Director comments. City Manager Peter
Zanoni had no comments.
