ANIMAL CARE ADVISORY MEETING

I. Call to Order
The meeting was called to order by Jarvis at 12:31 p.m.
II. Roll Call of Members
Roll was called, and a quorum was confirmed.
III. Public Comments
None
IV. Discussion and Approval of Minutes from July 2151,2021
Jarvis Amaya motioned to approve. The motion was seconded and passed unanimously.
V. Discussion and Approval of Absences from July 21st, 2021
Connie Bowen, Jarvis Amaya, Linda Gibeaut. A motion to approve was made. The motion was seconded
and passed unanimously.
VI. Department Presentation and Discussion
Region 11 Zoonosis Report — Mr. Skidmore reviewed the most recent Zoonosis Quarterly report
published in September. There was nothing new since April to report besides 1 bat that was positive.
Current Shelter Report and Clinic Report — Joel Skidmore went over the CCACS Comparison
Shelter Report for July 2020/2021, August 2020/2021, September 2020/2021. Mr. Skidmore
addressed the effect on the live release rate for August due to sick cats. Also, an increase in the
Average Length of Stay. Mr. Skidmore explained how the Average Length of Stay is calculated by
the outcome day reflecting how we have been able to move long term animals out faster. The FY
2021 Average Length of Stay for dogs and cats is 12. Ms. Gibeaut inquired on the large number of
quarantine animals in comparison to our available kennels for bite dogs/cats. Mr. Skidmore explained
that number also includes home quarantines and quarantines done at the owner's veterinarian. Ms.
Gibeaut inquired on the decreased numbers for TNR in September. Mr. Skidmore explained that
there was an undisclosed issue that has now been resolved.
Program Manager Update — After reviewing the Shelter and Clinic Reports Mr. Skidmore
addressed the Board with any other additional questions/concerns. Ms. Gibeaut questioned the
turnover rate at CCACS during the July Shelter report. Mr. Skidmore advised of the available
positions at this time, the available education credits, and step increases in pay. Currently CCACS
has 4 full time Live Release positions and 4 full time Kennel Tech positions and 4 vacant ACO
positions. The available positions have been posted and interviews are being done. Mr. Skidmore
advised the Board there is a plan in place for campus improvements with a FY2025 Capital Bond
Improvement. The $50,000 decision packet was awarded by the City Manager and anticipating to be
moved up to FY 2023.

VII. Old Business for Discussion and Possible Action
• Discussion on Chair and Co -Chair. Ms. Gibeaut nominated Jarvis Amaya as Co -Chair and Connie
Bowen as Chair. The nomination was seconded and passed unanimously. Jarvis accepted to
continue as Co -Chair. Ms. Gibeaut reached out to Connie and she accepted to continue as Chair.

The meeting was adjourned at 1:01 p.m. All approved, and meeting was adjourned.

HALLOWEEN HOLIDAY HEALTH HAZARDS
Soon the candy -laden and trickster -oriented holiday of Halloween will arrive, and there are health
hazards which are of concern for animals, particularly
pets like dogs and cats. The "Halloween Holiday Health
Hazard For Animals" fact sheet with tips on how to keep
your pets safe is included on pages 6 and 7.
