Call to order
Jim Kaelin called the meeting to order at 2:03 p.m.
Approval of Minutes
Fred Edler motioned to approve the minutes for March 17, 2021. Rene Saenz seconded the motion. The motion
passed 7/0.
First Presentation of FY22 Proposed Budget
Eddie Houlihan presented the proposed budget for FY21-FY22. It will consist of 63 sworn police officer positions, 5
marked police vehicle replacements, and $200K contribution toward the replacement of in-car mobile data computers.
IT will be replacing 250 in-car data computers.
Report for the Chief of Police
There is nothing to report for the Chief of Police.
Crime Report
Captain McMenamy presented the monthly Crime Report. Business robberies are down 42.62%. Individual robberies
are up 7.22%. Burglaries are down 7.64%. Thefts are up 1.14%. Auto Theft cases are up 16.81%. Overall total
violent crimes are up 5.67% and non-violent crimes are up .71%.
Narcotics Report
Captain Sepulveda presented the narcotics report. Narcotics consists of 1-Deputy Chief, 1-Captain, 2-Lieutenants,
24-Sworn Officers, and 3-Civilians. YTD total case intake for 2020 is 1,349 Felonies and 1,321 Misdemeanors
compared to 2016 there were 1,437 Felonies and 4,310 Misdemeanors due to increase in use of synthetic marijuana.

Heather Hurlbert presented the Financial Report.
• Sales Tax Revenues – YTD Actuals up to March 2021 are $512,677.32
