Call to Order The meeting was called to order by Jarvis at 12:34 p.m. II. Roll Call of Members Roll was called, and a quorum was confirmed. IH. Public Comments None IV. Discussion and Approval of Minutes from October 201, 2021 Connie Bowen motioned to approve. The motion was seconded and passed unanimously. V. Discussion and Approval of Absences from October 201h, 2021 Connie Bowen, Sharon Ray. Linda Gibeaut motion to approve was made. The motion was seconded and passed unanimously. VI. Department Presentation and Discussion Region 11 Zoonosis Report — Mr. Skidmore reviewed the most recent Zoonosis Quarterly report published in September. There is nothing new to report. Current Shelter Report and Clinic Report — Joel Skidmore went over the CCACS Comparison Shelter Report for October 2020/2021 and FY 2020/2021. Ms. Bowen questioned the TNR number for cats in the FY 2021. Mr. Skidmore confirmed feral cats were included in that total. Mr. Skidmore explained to the board the N/a reading for "Release to wild" 20201 was a term used in 2020 and has since been changed to "Relocate. Ms. Bowen questioned the intaking/relocation of Opossums. Mr. Skidmore confirmed we no longer intake Opossums unless sickiinjured and explained how their existence is a benefit. Mr. Skidmore explained to the board the FY Comparison Report is 10/1/2020- 9/30/2021, the City's budget year not calendar year. Mr. Skidmore explained to the board that total live release percentage on the October 2021 report on Cats was incorrect. He ran the numbers right before the meeting started and the correct percentage is 63.37. The total numbers are correct there was an error in the numbers captured that created an incorrect percentage. Ms. Bowen inquired on the microchip report "Implanted OTC" and "Registered OTC". Mr. Skidmore explained the "Implanted" is the chips performed at the shelter and the "Registered" are those already chipped but have provided CCACS the chip info to register. Program Manager Update — After reviewing the Shelter and Clinic Reports Mr. Skidmore addressed the Board with any other additional questions/concerns. Ms. Gibeaut inquired if every time an animal comes into the shelter or a registration is entered a "A" number is created (AID). Ms. Torres confirmed that is correct. Ms. Bowen inquired on the process of the creation of the "A" during an intake and registration occurring at the same time. Ms. Torres advised that chameleon creates the "A" number as the information is saved and Mr. Skidmore added they are in sequential order. Ms. Gibeaut inquired on ACO's registering in the field. Mr. Skidmore explained that AF—O's are able to register in the field if the animal is already chipped and not in chameleon already.Ms. Gibeaut inquired if the registration numbers are lower or comparable from city licenses to microchips. Ms. Tones advised that the numbers for city licenses were down since we were closed to the public due to covid and only during city licenses online and thm the mail. The microchip ordinance is still fairly new but comparable to city licenses. Ms. Gibeaut inquired if there have been any complaints about the chip vs the city license. Ms. Tones advised it was mostly the older generation that are not familiar with the process or technology. Mr. Skidmore that the free microchip events have been successful so far and we are looking to offer free microchipping to more days than every Thursday. * Mr. Skidmore discussed a staffing update with the board advising CCACS current has 2 vacant ACO positions posted and 3 new ACO's that have just started. We have 3 vacancies for Kennel Techs and had interviews for those positions today. The clinic lead position has interviews scheduled for Friday. There has not been any attraction on the Veterinarian position yet. Ms. Bowen inquired on a possible upstart on "Play for Life" program. Mr. Skidmore confirmed we are looking into that program among several others. Live Release is fully staffed with 4 staff members as of Monday. There are 3 established employees and 1 new one that came from the Aquarium. Mr. Skidmore advised we are currently working on putting SOP's together and working on employee retention before working on new programs as staff is needed to ran them Ms. Bowen inquired on the new Tethering state law that recently passed. Mr. Skidmore explained we have been enforcing the ordinance that was already in place, providing education and issue citations as needed. Ms. Bowen inquired on the phone system when a citizen calls in. Ms. Torres explained the menu when calling the main city line 826 -City (2489) vs calling CCACS directly 826-4630. Mr. Skidmore mentioned potentially going to a "311" system and speaking directly to a person. Mr. Skidmore gave an update on the construction on building 2B. Ms. Bowen addressed the board about next months meeting December 151h. The board members present agreed the December meeting should continue. My new pet is or will be sterilized before leaving Corpus Christi Animal Care Services (CCACS). If not able to be sterilized at CCACS, I understand that I have 30 days to have the animal sterilized at my own expense and required to show proof to CCACS of the sterilization or a citation will be issued to me. Sterilization of the animal is required under Chapter 828 Health and Safety Code, and a violation of this chapter is a criminal offense punishable as a Class C misdemeanor. I can contact Corpus Christi Animal Care Services veterinarian clinic by calling them at 361-826-4621. 2. I will take my adopted pet to my veterinarian within three (3) business days from the day that I take my pet home from Corpus Christi Animal Care Services. Should the vet determine that there is a medical condition that I am unable or unwilling to pay for, I can return my pet to CCACS. I will not receive a refund but will receive a credit for the adoption fee to be used towards adopting anew pet within 12 months of issuance at CCACS. 3. I understand that if my pet gets sick, I am responsible for taking the pet to my veterinarian to provide medical treatment. Any fees associated with this pet are the sole responsibility of myself/pet owner/adopter. Corpus Christi Animal Care Services does not warrant health, behavior, temperament, age, or history of any animal. You are adopting this animal at your own risk and understand that CCACS will not refund, redeem, or pay any associated costs of the animal's health or any other animal exposed to said animal. I agree to release CCACS and all associated parties, of all liability and penalty associated with this animal. 4. I agree to be a responsible pet owner and will abide by all Ordinances of the. City of Corpus Christi and State of Texas, or the jurisdiction that I reside in with this adopted pet. I understand that the pet can be reclaimed by the rightful owner at any time during the legal stray hold time. 6. I understand that I have 24 hours after surgery to pick up my pet. I have given CCACS a contact number(s)/Email(s) where I can be reached and will forfeit my adoption if I fail to pick up the animal in a timely manner. I will bring a leash and collar or crate to take my pet home. 7. Ownership of Animal. Corpus Christi Animal Care Services is the legal owner of said animal until the animal leaves our facility and is no longer in our custody. I understand that the surgery/vaccinations may involve anesthetics and drugs and that injury or death of the animal is a foreseeable consequence of any such procedure. I understand the risks involved with the surgery/vaccinations and agree that no representative or employee of CCACS will be held liable or responsible in any manner for any complications that may arise during surgery/vaccinations. 8.
