Marina Advisory Committee
Monday, November 1, 2021

Staff Present: Jonathan Atwood, Marina Manager; Andrea Gardner, Assistant City Manager; Kevin
Johnson, Assistant Director Parks and Recreation; Leah Hughen, Management Assistant
Call to Order: Chairman Bell called the regular meeting of the Marina Advisory Committee to order at
5:45 p.m.
Action on Minutes: The motion was made by Mr. Murray and seconded by Mr. Pendlyshok to approve
the minutes of the 10/04/21 regular meeting; the motion passed unanimously.
Presentations and/or Public Comment: Marina tenants Scott Traber and Lawrence Frank were in
attendance.
Discussion Items and Possible Action Thereto: Update from Mayor Guajardo: Ms. Gardner advised it
was the Mayor’s intention to attend the meeting, but there is an ethics requirement that prevents her from
participating in meetings. Additionally, the Mayor wasn’t scheduled to provide the report as it was to be
provided by the Corpus Christi International Airport staff member. Marina Dredging: Mr. Atwood
handed out a map illustrating the dredge area for the McGee Beach project, which includes areas in the
marina south basin. An addition to the project will go to the sea wall and as far as the haul out facility as
long as the amount of dredge material doesn’t exceed the amount allowed at Rincon Point. The southside
of the marina gap and out into the channel will also be dredged. Mr. Bell suggested dredging outside of
the gap is as important as dredging in and around the gap. Mr. Atwood asked the engineers to look at the
small area outside of gap, but it hasn’t been included in the project thus far. Mr. Atwood and Ms. Gardner
have discussed a long-term marina dredge plan, but a place to put the dredge material is the biggest
obstacle. Contractor Insurance Requirements: Mr. Atwood confirmed with Risk Management that all
contractors performing mechanical, electrical, sewage repair and services that require a license to
perform must have a $1,000,000.00 insurance policy. All other services are at the discretion of Marina
staff. Mr. Atwood said cleaning services could be allowed with a release of liability and would require
the contractor to pay for a key fob or the boat owner to provide access to the boat. The contractor is
required to check in with the Marina office and relay which boat they will be working on. The boat owner
is responsible for damages to their boat and the docks. City requirements need to stay in place due to the
liability to riggers, divers, and painters. Mr. Atwood compared the City’s insurance requirements with
marinas across the country and found we are in line with the majority. Ms. Mason inquired if the marina
has a document explaining contractor requirements and expectations. Mr. Atwood advised he and Ms.
Hughen are working on creating one. Mr. Bell inquired about boat owners working on their own vessels.
Mr. Atwood advised he needs to investigate the liability issues before discussing with the committee.
Marina Budget: Mr. Bell requested a printout of the marina’s retained earnings and what projects those
funds are designated for. Mr. Atwood explained a portion is set aside for mishaps and the rest is used for
decision packages. Improvements Other Than on the expenditure report includes $800,000.00 at
beginning of the fiscal year carried over from previous years. Improvements to the marina include
signage, haul out facility door, new dockhand salaries, debt service, and replacing boat storage fence. Mr.
Dunlap asked if there were any funds coming in from damage claims. Mr. Atwood advised there is not.
Mr. Pendylshok requested a status on the marina software replacement. Mr. Atwood spoke with Legal
Department about getting out of our current contracts, they recommended speaking with Watch Captain

and Clickpay to see if they would allow us out of the contracts. Mr. Atwood finds it doubtful but hopes
they provide a payout option. Committees: Mr. Bell inquired if Mr. Atwood would like to form any
subcommittees, specifically a budget committee. It was decided unanimously that all business could be
conducted during meetings.
Committee/Staff Reports: n/a
Director’s Report: Mr. Atwood reported we’re waiting on the US Army Corps of Engineers to approve
the permit for the layout for the new piers, Urban Engineering is finalizing the 100% plan submittal,
contractors are filling in gaps on the breakwater for the McGee Beach project and concrete forms are
prepped. Dredging barges are staged at Coopers Alley, dredging will hopefully begin in the next week. US
Multihull Nationals are underway with 80 boats on McGee Beach. Races conclude on November 5th.
Marina staff is repainting curbs throughout marina. Plans for the replacement of the dry storage fence and
the Peoples Street boardwalk were submitted to Asset Management for review and design. The marina
rules and regulations for tenants and contractors are under review, sorting out what is or is not a City
ordinance. Tyler Miller from the airport will give a presentation on the future of C orpus Christi
International Airport and upgrades as they pertain to the marina.
