Regular Meeting

A. Call To Order
Chairperson Alissa Mejia called the meeting to order at 5:35pm.
B. Roll Call
Chairperson Alissa Mejia performed roll call.
Members present: Alissa Mejia, Twila Stevens, Jacob Dryden, Lawrence Heatley,
Florence East, Hannah Husby, Amy McCoy, Howard Schauer, Christopher Ardueser,
Rose Harrison, Robert McNabney
Members absent: None
C. Public Comment(3 Minutes per Individual)

D. Approval of Minutes and Action on Absences
1. 21-1339 Approval of minutes for the 9/8/21 PRAC Regular Meeting
A motion was made by Howard Schauer to approve The 9/8/21 PRAC Regular Meeting
minutes as presented. Motion was seconded by Amy McCoy. The minutes were
approved unanimously.
A motion was made by Chairperson Alissa Meiia to excuse the absences of Twila
Stevens, Lawrence Heatley, Hannah Husby, and Christopher Ardueser during the 9/8/21
PRAC Regular Meeting due to technical difficulties with providing Webex to members

Committee
that chose to attend through Webex. Motion was seconded by Howard Schauer. The
motion was passed unanimously.
E. Police Department Report

3. 21-1439 TC Ayers Park & former Booker T. Washington Elementary School site
Jacob Dryden discussed the importance for the community around the TC Ayers Park
that we commemorate and memoralize both TC Ayers and Booker T. Washington.
Alissa Mejia asked to entertain a motion of support for Jacob Dryden's proposal. No
motion was made.
Committee members were unable to agree on a course of action. Concerns were stated
regarding previous discussions on TC Ayers Park and the quarterly update which Parks
and Recreation previously agreed to provide.
Dante Gonzalez informed the committee that even though the TC Ayers Pool is being
removed due to it being a health and human hazard, as well as its proximity to Harbor
Bridge, TC Ayers Park will not be receiving a name change and that the legacy of TC
Ayers is not being removed.
Jacob Warren suggested that the idea to memorialize and commemorate TC Ayers and
Booker T. Washington be included in the 2022 PRAC Goals. The committee members
agreed.
4. 21-1438 PRAC Bylaws Revisions
Florence East and Amy McCoy brought forward the revisions to the PRAC bylaws.
Alissa Mejia disagreed with the proposed officer progression policy and one-year term
limit for officers policy. She also did not believe a mission statement was applicable as
language speaking to policies, rules, and procedures for all boards and committees are
already housed with the City Secretary's Office, and felt that the revised language for
Article 5 Section 1 was unnecessary and could possibly prohibit committee members
from communicating freely with the Parks and Recreation Department.
The majority of the committee members agreed and discussed whether to have an officer

progression policy and officer one-year term limit policy. The committee agreed to table
the item and provide further input via email to facilitate finalizing the bylaws at the
November regular meeting.
5. 21-1437 2022 PRAC Goals
Alissa Mejia presented the 2022 PRAC Goals item and stated the purpose is to prepare
the committee to provide answers for the annual committee goals questionnaire that the
City Secretary's Office distributes at the beginning of each year.
Alissa requested that each member begin contemplating what PRAC would like to focus
on for 2022 to help improve City parks.
Additionally, the committee agreed that the TC Ayers and Booker T. Washington
commemoration and memoralization topic will be included in the 2022 PRAC Goals.
6. 21-1444 Community Enrichment Funds Presentation
Dante Gonzalez presented the proposed changes to the Community Enrichment Funds
with the committee.
Committee members liked the ideas of downsizing accounts and utilization of the area
plan concept.
Committee members stated concerns over having too much information from the
presentation to process before making a motion to support the proposed changes.
Additional concerns were stated regarding not understanding the purpose and intent
behind some of the proposed projects detailed under the proposed FY22 Community
Enrichment Fund Budget.
Ultimately, the committee members did not feel comfortable providing a motion of
support, specifically regarding adopting the FY22 Community Enrichment Fund Budget.
Committee members asked for a copy of the presentation for review and will make a
recommendation for the next scheduled meeting in November.
Staff stated that the item would still need to be brought to City Council before the next
PRAC meeting.

Dante Gonzalez discussed the Packery Channel FEMA grant.

2022 PRAC Goals will be discussed again at the November regular meeting.
Election of officers will be finalized at the November meeting.

Meeting adjourned at 7:45pm.
