Upon request, this information can be available in larger print and/or in electronic format. A. Call To Order Chairperson Alissa Mejia called the meeting to order at 5:31 PM. B. Roll Call Chairperson Alissa Mejia performed roll call and quorum was met. Present: 9- Amy McCoy, Twila Stevens, Jacob Dryden, Howard L. Schauer, Florence D. East, Hannah Husby,Alissa Mejia, Christopher Ardueser, and Robert McNabney Absent: 1 - Lawrence Heatley C. Public Comment A two-minute video was provided by Shirin Delsooz regarding Corpus Christi's hike and bike trails. D. Approval of Minutes and Action on Absences 1. 21-1692 Approval of minutes for the 10/13/21 PRAC Regular Meeting Member Robert McNabney motioned to approve the 10/13/21 PRAC Regular Meeting Minutes. Member Florence East seconded the motion. Motion was approved unanimously. E. Police Department Report 2. 21-1696 Capt. Ed Shannon - Police Department Report City of Corpus Christi Page 1 Printed on 11512022 Parks and Recreation Advisory Meeting Minutes December 8,2021 Committee No report was provided. Lisa Oliver clarified that Capt. Ed Shannon will no longer be serving as the PRAC liaison for the Police Department. Instead, Lt. Kody Harrison will be attending PRAC meetings beginning in January 2022. F. Unfinished Business for Discussion and Possible Action 3. 21-1699 Community Enrichment Fund Process Lisa Oliver stated there was no updated report for PRAC at this time. The presentation provided to PRAC during the previous meeting had been updated and was being presented to the Planning Commission during their meeting tonight from 6:30 PM - 7:30 PM. The updated presentation will be presented to PRAC again after the Planning Commission has provided their input. 4. 21-1702 PRAC Bylaws Revisions The PRAC Bylaws were briefly discussed before a motion was made. Vice-Chair Twila Stevens motioned to approve the revised PRAC Bylaws as presented. Amy McCoy seconded the motion. Motion as approved unanimously. 5. 21-1705 2022 PRAC Goals This item was presented by Chairperson Alissa Mejia. A brief discussion was had regarding the 2022 PRAC Goals. No additional input was provided by any members and all were in agreement with the goals as presented. G. New Business for Discussion and Possible Action 6. 21-1708 Vote on Chair and Vice-Chair Amy McCoy nominated Alissa Mejia to serve as Chairperson and Twila Stevens to serve as Vice-Chairperson for 2021-2022. All committee members agreed unanimously. H. Committee Liaison Reports 7. 21-1711 Twila Stevens, Liaison - Island Strategic Action Committee Brief meeting. Heard report from Darren Gurley regarding stockpiling of sand at Zahn Road to replenish the beach at the sea wall. He doesn't believe it will be enough sand for people to be able to drive in front of the sea wall again. Will be replacing all mile marker posts and signs along the beach. Packery Channel repairs will commence in January. City of Corpus Christi Page 2 Printed on 11512022 Parks and Recreation Advisory Meeting Minutes December 8,2021 Committee Will be replacing boat bumpers on the Island at boat ramps. 8. 21-1715 Howard Schauer, Liaison -Watershore & Beach Advisory Committee Efforts have been made to assist in projects to prevent further erosion of the beach front and parks on the water front. 9. 21-1718 Jacob Dryden, Liaison - North Beach Area Development Plan No report to provide. Correction provided - Bayfront Area Development Plan The Bayfront Area Development Plan has not reached out to Jacob Dryden yet. He requested that Liaison Jacob Warren look into the situation and report back. Director/Assistant Director Reports 10. 21-1719 Kevin Johnson, Assistant Director- Operations & Maintenance No report was provided. 11. 21-1720 Lisa Oliver, Interim Assistant Director- Master Plan Update / Programming & Special Events Master Plan Update - Bill Witt Park survey was completed and the current project deadline is in April 2022. Will most likely bring the Master Plan Update to PRAC for review in February 2022. Chairperson Alissa Mejia requested to be informed of when Parks and Recreation staff receives the Master Plan draft and for PRAC to be allowed to review the draft on a level deeper than the general public(such as the public feedback received from the virtual town hall). Lisa Oliver stated she would look into when that would be available. The draft is built into the project timeline and the consultants, HALFF Associates, Inc., will provide PRAC with a presentation to receive committee feedback. Alissa Mejia stated she does not feel very connected with the review process for the current Master Plan. This coming Saturday we will host the Letters for Santa event at Salinas Park. Cole Park Pier Ribbon Cutting event will be held on December 17, 2021. City will be closed or partially closed from Dec. 27 through Dec. 30. Park Operations will continue to be active. Park compliance officers will continue to monitor parks. Vacation Station will be offered the week before Christmas and the week after Christmas. Senior centers and recreation centers will be closed during this time. Recipients of the home delivered meal program will receive a 5-day meal box on Dec. 27. Sherrill Park Shade Structure has been completed. The Pearl Harbor ceremony was the City of Corpus Christi Page 3 Printed on 11512022 Parks and Recreation Advisory Meeting Minutes December 8,2021 Committee first event held there. Heritage Park Utilization Plan - Currently analyzing how the homes can be best used and will have community feedback involved in Spring 2022. 12. 21-1721 Dante Gonzalez, Interim Director - Follow-up Items No report was provided. I. Identify Items to be placed on January 12, 2022 agenda Chairperson Alissa Mejia requested information on the current state of bike paths, any current progress or plans, and for us to look into what other cities do with their hike and bike trails as the Educational Topic for the January 2022 meeting. Lisa Oliver stated that a hike and bike trails video had been created by the Communications department recently that covers the hike and bike trails throughout Corpus Christi. Alissa Mejia stated that she did not find that video to be very accurate, particularly that Ocean Drive is currently closed and dangerous. She also felt that the video was more of a positive response from the PR team. She wants information on the current state of Parks and Recreation related hike and bike trails and any possible plans to extend them, etc. Lisa Oliver stated multiple departments are involved in these processes and we would need to determine the best way to present the requested information to the committee members. Vice-Chairperson Twila Stevens stated she would like to know how other major cities design their hike and bike trails in comparison to Corpus Christi. Member Robert McNabney requested a small report on any activity or new installations for our top parks in Corpus Christi. J. Adjournment Motion to adjourn was made by Member Amy McCoy. Member Jacob Dryden seconded the motion. Motion was approved unanimously. Meeting adjourned at 6:22 PM. This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127. If this meeting is held via videoconference call or other remote method of meeting, then a member of this governmental body presiding over this meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government Code § 551.125 due to an emergency or other public necessity pursuant to Texas Government Code § 551.045.
