Parks and Recreation Advisory Committee

A. Call To Order
Chairperson Alissa Mejia called the meeting to order at 5:31 p.m.
B. Roll Call
Chairperson Alissa Mejia performed roll call.
C. Public Comment
Shirin Delsooz, Christina Rodriguez, and Audra Longoria provided public comment.
D. Approval of Minutes and Action on Absences
1. 22-0078 Approval of minutes for the 12/08/21 Parks & Recreation Advisory Committee
Regular Meeting
Robert McNabney made a motion to approve the 12/08/21 Regular Meeting Minutes.
Motion was seconded by Jacob Dryden and approved unanimously.
E. Police Department Report
2. 22-0083 Lt. Kody Harrison - Police Department Report
Lt. Kody Harrison provided the Police Department Report.
No major updates. Discussed minor issues that occurred at Cole Park and Packery
Channel and spoke briefly on the status of the homeless population and vandalism in
parks.

F. Educational Topic
3. 22-0086 Kevin Johnson, Assistant Director- Corpus Christi Hike and Bike Trails
Kevin Johnson presented the educational topic- Corpus Christi Hike and Bike Trails.
Kevin provided a list of various hike and bike trails under the purview of Parks and
Recreation throughout the City and answered several questions posed by committee
members.

4. 22-0128 Opening Statements
Chairperson Alissa Mejia initiated the Opening Statements topic.
The idea is for each member to present one or two statements expressing how they feel
about specific things they have encountered, whether it's positive or something that
needs improvement.
Alissa Mejia:
- Good experience New Years Day on the beach at Packery Channel.
- Dilworth Park has monument to black educator that needs some maintenance.
Jacob Dryden:
- Excited that pickleball has increased in popularity and seeing Corpus Christi embrace
it.
- Cole Park play area needs improvements; there are gaps in the pour-and-play. (Kevin
stated this is being worked on and hopefully we will have a project soon.)
Christopher Ardueser:
- Great that we can accomplish so much given our financial situation.
- Concern with lack of project completion due to financial situation. (Kevin stated that
won't be happening anymore with him leading the projects.)
Robert McNabney:
- Paperwork and presentation provided have been great.
Howard Schauer:
- New addition to Sherill Veteran's Memorial Park looks good. Doesn't meet intent with
expectations.
-Wants critical information updates to be provided to PRAC on a weekly basis.

Committee
- Concerns about work plan and what's included.
- Concerns about which projects Parks and Recreation is pursuing.
Florence East:
- Parker Park looking great and mowing looks great.
-Trees seem to keep getting cut down; would like Dante to investigate.
Hannah Husby:
- Exciting to see new playground structures being installed.
- Breckenridge Park needs new play structure after old one was removed and not
replaced.
Amy McCoy:
- Grateful for efforts that go into park improvements.
- Excited to hear more about the Master Plan.
Twila Stevens:
- Love seeing kids enjoying the new play structures.
- Oso Wetlands has no available restrooms after the learning center closes. It would be
appropriate to have a restroom available after hours

6. 22-0091 Twila Stevens, Liaison - Island Strategic Action Committee
Howard Schauer, Liaison -Watershore & Beach Advisory Comittee
Jacob Dryden, Liaison - Bayfront Area Development Plan
Twila Stevens:
- Meeting was postponed, so no report at this time.
Howard Schauer:
- Committee's biggest concern is erosion on Bayfront parks consistently getting worse.
- Howard believes it is important for PRAC to help WBAC in their efforts.
- Committee concerned about certain ordinances not being enforced or maybe not
enforceable.
- Committee working on creating 2022 goals.
Jacob Dryden:
- No update as no meetings have occurred yet.
J. Director/Assistant Director Reports
7. 22-0092 Dante Gonzalez, Interim Director - Operations & Maintenance / Master Plan
Update/ Programming & Special Events/Quarterly Report/ Follow-up Items

Committee
- Distributed and discussed Parks and Recreation FY22 Work Plans for PRAC, including
a series of Master Plan projects, regional park upgrades, etc.
- Howard stated we should be further along in the design for the Veteran's Memorial Park
and questioned the efforts Parks and Recreation has dedicated to it. Kevin has provided
Howard's comments from previous meetings to upper management for discussion and
they are currently working on it. Howard stated concern over the weight the Veteran
Affairs Committee and Military Affairs Commission have in the decision making process.
Kevin stated their input is taken into consideration. Howard stated more organizations
should be contacted than just the Veteran Affairs Committee and Military Affairs
Commission. Kevin stated he would make note of that. Howard stated there is
information in the Parks and Recreation FY22 Work Plans report provided to PRAC that
is incorrect such as certain dates. Howard stated he wants reports like this presented to
PRAC on a monthly basis.
- Christopher asked how many of our projects are done in house vs. being contracted out.
Kevin stated that a lot of the work for our projects is contracted out.
Lisa Oliver:
- Provided Master Plan updates. Continuing meetings with the consultant HALFF.
-Alissa would like to have copies of the Master Plan draft emailed to PRAC members.
Parks and Recreation will need to request that information from HALFF before sending
to the members.
K. Identify Items to be placed on February 9, 2022 agenda
-TC Ayers Quarterly Update
- Master Plan Update
- Budget Season / Budget Allocation (Possible Educational Topic)
L. Adjournment
Howard Schauer made a motion to adjourn the meeting. Motion was seconded by Jacob
Dryden and passed unanimously.
Meeting adjourned at 6:37 p.m.
This meeting may be held via videoconference call pursuant to Texas
Government Code § 551.127. If this meeting is held via videoconference call or
other remote method of meeting, then a member of this governmental body
presiding over this meeting will be physically present at the location of this
meeting unless this meeting is held pursuant to Texas Government Code §
551.125 due to an emergency or other public necessity pursuant to Texas
Government Code § 551.045.
