TRANSPORTATION ADVISORY COMMISSION (TAC) MINUTES
Monday, May 24, 2021
I. Call to Order: The City Transportation Advisory Commission (CTAC) convened in a regular
virtual meeting on May 24, 2021. TAC Chair, Judy Telge called the Commission to order at 2:30
p.m.
II. Pledge of Allegiance
III. Roll Call:
TAC Chair, Judy Telge, welcomed new Commissioners to the Transportation Advisory
Commission (TAC).
Commissioners in Attendance: Judy Telge, Jeffrey Pollack, Robert Saldana, Brandon Herridge,
T. Frank Smith, Nicholas A. Fernandez, Richard Diaz and Douglas M. Salik.
Commissioners Absent: Michael San Miguel
Staff Attendance: Renee Couture, Diego Leyva
IV. Public Comment: There was no public comment received this month, nor any given by anyone
on the call.
V. Reports:
1. Corpus Christi Police Department (CCPD) – Captain Frazier will be the new Traffic Captain,
replacing Captain Sosa. Captain Frazier proceeded to give the report and answer any
questions. Judy Telge suggested for future reports to include a small key or legend to help
members understand the abbreviations in the report.
2. City Traffic Engineer – Renee Couture presented Vision Zero Update. This month update
includes a Walkway and All‐Way Stop that now provides a safe route to Adkins Middle
School. New Flashing LED stop signs have been installed at the intersection of Elizabeth
Street and 3rd Street. A raised crosswalk has been installed at the intersection of
Strasbourg Drive and Grenoble Drive. 56 Illuminated Street Name Signs are being installed
at various intersections through this year. Public Works also have been improving
crosswalks.
3. TAC/BPC ‐ Jeffrey Pollack stated the committee did met the week before to this meeting.
Mr. Pollack mentioned that there is a group of citizens raising funds for design and
construction of a pedestrian crossing of the Oso. Mr. Pollack mentioned that other item
he would like to bring to discussion is the City Transportation Alternative Projects that
were awarded funding through the MPO. According to information from TxDOT, the City
has indicated that they are longer interested in pursuing these 2 projects. These 2 projects
are Garcia Park Hiking/Bike Trail, and Schanen Hiking Bike Trail. Mr. Pollack asked Renee
Couture if the City has any information about declining those projects, and Renee
mentioned that she did not know any information, but she will find out with our Director
and Engineering Department.
VI. Item for Consideration:
1. Street Closure of Butler Road between Violet Road and Cliff Crenshaw Street– Presented
by Renee Couture, City Traffic Engineer. Annaville Baptist Church filed a request to close,
abandon, and vacate 1.2 acres of public right‐of‐way on Butler Street, between Violet

Road and Cliff Crenshaw Street. The applicant owns property on each side of Butler Street
and is requesting the closure for expansion. The City has expressed recommendation for
denial since that they can do the expansion without the closure of the street, and this
street represents an access road to the baseball fields west of Cliff Crenshaw Street.
Jeffrey Pollack mentioned that he is not in favor of a street closure that will impact other
residential streets like this request. Douglas Salik made a motion for a recommendation
to City Council for denial of the street closure of Butler Street between Violet Road and
Cliff Crenshaw Street, and Jeffrey Pollack seconded the motion.
2. Street Closure of Crestline Avenue and Unnamed Paper Street – Presented by Renee
Couture, City Traffic Engineer. Mr. Chad C. Garrett filed a request to close, abandon, and
vacate 0.668‐acres of public right‐of‐way on a portion of Crestline Avenue and an
Unnamed Paper Street. T Frank Smith recommended City Council to approve the street
closure of crestline avenue and unnamed paper street, and Brandon Herridge seconded
the motion.
3. Renee Couture presented the Proposed Bond 2020 Projects and Scope. Renee asked the
Transportation Advisory Commission (TAC) to provide any recommendations to here. The
projects discussed were: Park Road 22 at Compass Street Intersection, Park Road 22
(South Access Road) from Commodores Drive to Jackfish Avenue. Waldron Road (SPID to
Purdue Road), Alameda Street (Texan Trail to Chamberlain), and Wildcat Drive (FM 624
to Teague). TAC member, Brandon Herridge, mentioned that there are several midblock
crosswalks that need be reviewed on the Alameda Street project limits.
4. Renee Couture opened the Transportation Advisory Commission (TAC) Chair for
nomination and vote. Robert Saldana nominated Judy Telge to continue as TAC Chair, and
all TAC members supported.
5. Renee Couture opened the Transportation Advisory Commission (TAC) Vice‐Chair for
nomination and vote. Brandon Herridge nominated Jeffrey Pollack to continue as TAC
Vice‐Chair, and all TAC members supported.
VII. TAC Member Communication:
1. T. Frank Smith presented a traffic concern with having 2 northbound right turn lanes
at the intersection of Santa Fe Street and Elizabeth Street. Currently, there is an issue
with vehicles weaving from left and right using those 2 turn lanes as these lanes
merge into Elizabeth Street. Renee Couture responded that City staff will be looking
into this concern.
VIII. Adjournment: TAC Chair, Judy Telge adjourned the meeting at 4:12 pm.
