I. CALL TO ORDER
Meeting called to order at 5:33 pm.

The roll was called, and a quorum was present

IV. ADOPTION OF MINUTES
Minutes from the January 6, 2022 meeting were distributed for review. Scott made a motion to
accept the minutes, Harrison seconded, unanimously approved. Motion passed.
V. HEAR from the Public
No one from the public wanted to speak.
Vl. BUSINESS FOR DISCUSSION/POSSIBLE ACTION
1 New Business
a. Plan for Gulf beach and Packery Channel monitoring/beach management by City staff
Meredith reached out to staff by email, and she received nothing back, no responses. She is
planning on meeting with her CEO, and he will try to reach out to City officials.
b. Deidre Williams, Shoreline Survey Presentation
This survey was paid for by Beach Operations, it was needed for continued beach management.
Once the permit is approved, this information w ill enable beach operations to do sand
management with the backup needed to be allowed to.
Deidre was measuring, for beach operations’ purpose, the mean high tide. This is used to
measure the beach width. Deidre gave the group some history on the Gulf beach management.
She talked of the nourishments that have happened and where it stands now. She went on to talk
about the surveys. There was much discussion about the bollards, the seawall and driving on the
beach and how each of these effects the beach management.
2. Old Business
a. Update on the Shoreline parks projects (Parks Masterplan) by Kevin Johnson & Deidre
Williams
Darren reported they are looking at ways to fund this and a study, nothing has changed since the
last meeting.
b. Hydrofoil Surfing
There was some discussion, and it was decided that this activity should be included in the
kiteboarding group. Harrison explained that the sport is very expensive to get into so there

probably aren’t going to be many that could afford to do it. The committee will revisit this if
needed in the future.
c. Lifeguarding
Philippe attended the Beach Safety Meeting and reported that the group is getting lots of funds
and doing a rebranding. Darren noted that the group was moving away from the focus on rip
currents and more towards beach safety. Meredith with her group has made some brochures and
other safety reminder items for hotels and more. Terry did touch on the fact that there are not
enough lifeguards, and he understands that the positions are there, there just are not applicants.
Harrison wondered if lifeguards could be called in on good weather days, during the winter
months and Darren said that they don’t have the employees. Darren relayed that beach rescue
has 2 new jet skis and he hope that will help when conditions are rough. Cliff added that the
surfer also helps; they keep a lookout for trouble. Meredith offered to take some info for job
opportunities at the beach to the expo happening on 2/27. She also informed th e group that the
CVB was having a mixer at Marker 37 on the 1st of March, a kickoff for spring break and the
beach crews are invited. The video that Harrison starred in will be played in hotel lobbies in the
area.
VlI. PARK AND RECREATION ACTION COMMITTEE – Howard Schauer
Howard did not attend this meeting.
VIlI. ISAC Report
Darren reported on this. ISAC is trying to figure out all the parts of the bond, the only thing they
really spoke about was the boat ramps at the JFK. There was also discussion about dog parks.
IX. BMAC Report – Cliff Schlabach
Cliff reported that this committee did not meet, they did not have quorum. They do have a
meeting scheduled for the 16th of this month. Cliff did relay that Philippe’s wife is now on this
committee.
X. STAFF LIAISON REPORT
Terry asked about the fencing at the Packery and Darren said it was not his, it was engineering.
Also, engineering did not get permission from the GLO and they are now trying to figure it out.
Cliff questioned the sign at the Packery, it’s the company doing the work on the jetty. There was
some vandalism at the beach; the stop sign at Zahn road was cut down and there was also
graffiti. Darren also reported that beach operations are putting up new beach markers and that is
coming along. Everyone is getting ready for Spring Break; the emergency lane will be used
between Zahn and Newport. Still waiting for the permit (to move sand)! 2 Jet skis were
purchased, and the beach parking permits have arrived.
