Chairperson Beth Rauhaus called the meeting to order at 10:09 A.M.
Chairperson Beth Rauhaus read Agenda Item # 1.
Item # 1: Review and approve the minutes of the 527th Civil Service Commission meeting
held January 28, 2022.
Commission Member Gerald Avila made a motion to approve the minutes and Chairperson Beth
Rauhaus seconded. All Members agreed.
Chairperson Beth Rauhaus read Agenda Item # 2.
Item # 2: Discuss the City of Corpus Christi Rules and Regulations of the Civil Service
Commission for Firefighters and Police Officers regarding Article X, Section 2
"Promotional Procedures; Filling Promotional Vacancies".
Amelia Allen read the article in question, summarizing that the number of candidates needed for
Fire Fighter II — EMS exam registration and attendance must equal a three to one vacancy ratio.
The vacancy amount is defined as the current number of vacancies on the last day of registration.
Fire Association President Johnny Stobbs spoke against the article, stating the rule is unrealistic
for attendance purposes. In his experience, firefighters may be unable to attend the exam for
various unexpected reasons. If the registration requirement is met, the test should be
administered to those who attend exam administration, even if the number present does not
satisfy the three to one ratio.
Amelia Allen shared the summary findings of a promotional exam survey conducted amongst the
top seven cities in Texas. Of those that responded (San Antonio, Austin, and El Paso), Austin
was the only city with an adopted clause in their Collective Bargaining Agreement with a
minimum requirement of one registrant/attendee. The other cities did not have a minimum
requirement for registration or attendance in place. Although all three cities have observed a
downward trend in attendance for first line promotional exams, it has not impacted them
significantly to hold exams outside of their expiration periods.
The Human Resources Department proposed to amend Article X, Section 2 to reflect that if the
.registration quota was met, the number of candidates attending the test should be allowed to sit
for the exam as scheduled.

Commission Member Gerald Avila inquired about removing the registration and attendance
quota entirely, as other surveyed cities do not have one in place.
Civil Service Secretary Eyvon McHaney mentioned that obtaining a sufficient number of
registrants promoted interest in the position, strengthening the competitive process.
City Legal Attorney III Lilia Castro, Chairperson Beth Rauhaus, and Fire Association President
Johnny Stobbs communicated their support of the Civil Service Director's position.
Chairperson Beth Rauhaus made the recommendation to maintain the registration aspect of
Article X, Section 2 of the Civil Service Rules and Regulations, but to amend the attendance
portion to allow exam administration for candidates in attendance, regardless of the number
present.
Commission Member Gerald Avila made a motion to approve the recommendation. Chairperson
Beth Rauhaus confirmed that the motion carries. All Members agreed.
Chairperson Beth Rauhaus adjourned the meeting at 10:26 A.M.
